Description: Lockheed Martin is seeking a Deputy to Director, Upper Tier Integrated Air & Missile Defense (UTIAMD) Development Programs. This position will assist the UTIAMD Development Director with all aspects of the Upper Tier Development program area and be the program area lead for Upper Tier Integrated and Follow-on programs to include execution of cross domain and program development contracts, follow-on strategy development, cross domain solutions development, future capture and IRAD projects.The UTIAMD Development Program Area is responsible for the execution of THAAD Weapon System and Component design, development, integration and test inclusive of expanded UTIAMD developments, follow-on and R&D efforts for UTIAMD Programs. Development efforts include, but are not limited to, development of future Weapon System capabilities, incremental product changes, redesigns and changes due to obsolescence, increased performance capability, cost reduction initiatives, technology insertion, and changes in response to an expanded target space.This position will be responsible for driving implementation of strategic initiatives across the Weapon System and Component product lines to keep sold, proliferate and grow fundamental capabilities for the Warfighter. The DIFOP will maintain regular communications with senior leadership and business development teams across the Integrated Air and Missile Defense and Strategic Missile Defense Lines of Business (LOB) as required to develop and meet strategic objectives, inclusive of domestic and international programs.This is an integrated program organization with Missiles & Fire Control (MFC) and Space Lockheed Martin Business Areas. This position will be badged to the UTIAMD Vice President and report to the THAAD Development Director.This position requires development of professional relationships across multiple Missile Defense Agency (MDA) customers, to include MDA/DV (Advanced Programs) and MDA/TH (THAAD Program Office), the Lower Tier Project Office (LTPO), Lockheed Martin executive leadership, and multiple LM business areas. Communication with leadership is required on a regular basis to provide cost, schedule, technical and risk status with concise and current briefing material. This position will also review and approve project plans, estimates, proposals, business plans, supplier task statements and specifications.Basic Qualifications:Experienced leader with minimum of 10 years of demonstrated Program Management with a track record of successful technical, cost and schedule execution of a complex program or programs with a multi-disciplined teamExperience maintaining positive working relationships with government customers; Proven ability to interface with company senior leadership and external customers at all levels.Strong business acumen, including negotiation and conflict management skills.Possess a thorough knowledge of financial/business analysis, government contracts/acquisition, technology and business planning.Experience with business development and key captures of new and emerging Weapon System capabilities and integration across multiple domains and product lines. Experience leading significant Independent Research and Development (IRAD).Experience with new business, development of proposals, and rapid transition to execution; FAR/DFAR proposal development and negotiations.Demonstrated experience with earned value and program management tools and processes.Demonstrated capability in the areas of Integrated Master Schedule/Integrated Master Plan, Subcontract Management.Demonstrated Full Spectrum Leadership practices.Adept at working with matrix organizations for executing and proposing programs.Final Secret security clearance required prior to startDesired Skills:Knowledge of THAAD and Patriot Weapon Systems, inclusive of Interceptor and Ground Equipment design and performance characteristics.Familiarity with THAAD Project Office (TPO), Lower Tier Project Office (LTPO), and the Missile Defense Agency (MDA)Extensive knowledge of Missile Defense Systems (MDS) Weapon System and Component design and performance characteristicsExperience in transitioning a complex product from development to productionSystem of Systems Integration, Ballistic Missile Defense Systems (BMDS) experienceBASIC QUALIFICATIONS:job.QualificationsLockheed Martin is an Equal Opportunity/Affirmative Action Employer.
