full performance level for recruitment and training purposes. It is
targeted to the Veteran Service Representative (VSR), GS-0996-10.
The VSR explains benefit programs and entitlement criteria, conducts
interviews, identifies issues, gathers relevant evidence,
adjudicates claims, and inputs data necessary to generate the award
and notification letter to the veteran describing the decision and
the reason for it.Learn more about this agencyResponsibilitiesSpecifically, the VSR will:
- Make determinations as to the eligibility for the type of benefit
sought to include questions relating to adequacy of military
service, medical evidence and the evaluation of evidence of income,
employability, dependence and relationship.
- Request examinations, re-examination or opinions to evaluate
disabilities resulting from diseases or injuries.
- Review claims cases to assure all issues have been addressed,
applies and interprets VA laws, including veterans' case law,
existing statutes and procedures, precedent rulings and state law in
the adjudication process.
- May conduct interviews in person or by phone with veterans,
representatives and advocates to explain the full range of VA
benefits and related programs.
- Prepare and release correspondence for use by other federal, state
and local agencies.
- Utilize various electronic data processing (EDP) systems to input
data for processing claims and generating automated
correspondence.Promotion Potential: The selectee may be promoted to the full
performance level without further competition when all regulatory,
qualification, and performance requirements are met. Selection at a
lower grade level does not guarantee promotion to the full
performance level, but depends on the selectee's demonstration of
the ability to perform the duties of the higher grade to the
satisfaction of the supervisor and the availability of ceiling,
funding, and enough work to support the targeted position. Grade

QualificationsTo qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 10/21/2019.Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement.
For a GS-05 position you must have served 52 weeks at the GS-03 or
GS-04 non-temporary position.
For a GS-07 position you must have served 52 weeks at the
GS-05.The grade may have been in any occupation, but must have been held
in the Federal service. An SF-50 that shows your time-in-grade
eligibility must be submitted with your application materials.You may qualify based on your experience and/or education as
described below:General Experience:
To qualify for GS-05: You must have three (3) years of general
experience, one (1) year of which was equivalent to at least the
next lower grade GS-04 in the normal line of progression for the
occupation in the organization.General experience is defined as the ability to analyze problems
to identify significant factors, gather pertinent data, and
recognize solutions; ability to plan and organize work; and/or the
ability to communicate effectively both orally and in writing.Specialized Experience:
To qualify for GS-07: You must have one year of specialized
experience equivalent to at least the next lower grade GS-05 in
the normal line of progression for the occupation in the
organization.Specialized experience is defined as interpretation or
application of laws, regulations, or procedures to analyze evidence
to make determinations and research routine issues to resolve
discrepancies.
Examples of experience include, but are not limited to:
- Technical assignments related to claims or benefits processing
or eligibility determinations.
- Quality assurance or auditor functions
- Compiling income and legal documentation to determine basic
eligibility for benefits or programs.
- Claims processing for: A state or federal agency, Insurance
company, Worker's Compensation, Disability Retirement or Pension
Program.
- Human Resource positions which involved determining employment
qualifications, job classification, or determining eligibility
for benefits.
- Positions involved in assisting veterans with claims
applicationsOR,Education: Applicants may substitute education for the required
experience.
- GS-05: 4-Year course of study leading to a bachelor's
degree.
- GS-07: Successfully completed one (1) full year of graduate
level education or a Bachelor's degree with Superior Academic
Achievement (3.0 GPA or higher) Superior Academic

completed post-high school education and experience may be used to
meet total qualification requirements for the grade levels and may

percentages. The total percentages must equal at least 100 percent

Volunteer work helps build critical competencies, knowledge, and

all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of
work per week. Part-time experience will be credited on the basis of
