COMPENSATION:

$ 52.41 hr/$109,000.00 annual; $22.68 hr/$47,174 yearly benefits package

• $1.91/hr into retirement annuity. (~$4K/yr); $10.41/hr into retirement pension. (~$22K/yr); Health and dental insurance - $10.08/hr paid by the company

JOB DESCRIPTION

PURPOSE OF POSITION:

Under general supervision, provide electrical, control &/or communications engineering expertise in support of operation and maintenance of the Alaska Radar System. Assist the formulation and development of a variety of electrical engineering designs, cost estimates, and management of projects.

PRIMARY RESPONSIBILITIES:

1. Evaluate and prepare solutions for system problems as technical support of operation and maintenance for the ARS.

2. Prepare responses to Government requests for proposals under the over and above (O&A) and direct scheduled work (DSW) programs. Work includes design, estimating and scheduling of the proposed project.

3. Provide project management for engineering designs and construction projects by subcontractors, and for O&A or DSW projects.

4. Develop and oversee, in cooperation with the ARCTEC health & safety specialist, the electrical safety program, including preparing and updating the electrical safety program plan. This plan will comply with NFPA 70E. Elements of the plan include safe work practices, arc-flash, lock out /tag out, etc.

5. Assist with technical expertise in production of required reports to the Government as listed in the Performance Work Statement.

6. Requires periodic travel to remote sites for short assignments.

7. Perform facility condition assessments and prepare reports.

8. Become familiar with and comply with ARCTEC Alaska Standard Operating Procedures, Personnel Policies and Procedures, the systems, procedures, and equipment applicable to the incumbent’s work assignment.

SECONDARY RESPONSIBILITIES:

1. Review of design documents produced by AE firms under contract to the Air Force.

2. Compile as-built data as part of various site inspections or projects for incorporation within the CADD drawing system.

3. Review proposed changes to the PWS and advise the company on impact to the contract.

4. Perform administrative duties and maintain assigned workplace, materials, and equipment in a safe, secure, and neat condition.

5. Bring to the attention of Management incidents or circumstances which could adversely affect the performance of the ARS project.

6. Other applicable duties as assigned.

CORE QUALIFICATIONS:

1. Minimum eight (8) years’ experience in progressively responsible electrical design and project management.

2. Professional Electrical Engineer’s registration in the State of Alaska, or the ability to obtain a registration within one year of hire

3. Bachelor of Science degree in Electrical Engineering.

4. Design experience in electrical engineering and a rudimentary knowledge of architectural and other engineering disciplines’ design practices.

5. Must have prior experience and ability to: write/review project proposals, plans, and specifications; develop and maintain project budgets; design and manage subcontracts to adhere to client specifications and industry design standards; organize and manage construction crews; and coordinate with local, State, and Federal agencies.

6. Demonstrated experience in engineering in an arctic environment and at remote sites.

7. Working knowledge of computers and typical application programs including word processing (MS Word), spreadsheets (MS Excel), databases, (MS Access), project management (MS Project), and AutoCAD.

8. Demonstrated skills in public presentation of information, both in house and for the Government.

9. Must be able to speak and write English proficiently.

10. Strong verbal, organizational, and interpersonal skills.

11. Valid Alaska driver’s license.

12. Must be a US citizen and able to obtain a SECRET security clearance.

13. Ability to travel individually or in a group to remote sites throughout Alaska. Must be able to travel in small aircraft and must be prepared to remain overnight in small villages in substandard accommodations. Must be able to travel up to approximately 10-15% of position time.

14. Willingness to join and maintain membership with the IBEW Local 1547.

SECONDARY QUALIFICATIONS:

1. Specialized advanced courses and certifications desired to maintain proficiency in area of functional endeavors.

2. Experience or training in arc-flash analysis and use of EasyPower analysis software.

PHYSICAL REQUIREMENTS:

The following physical activities are frequently required of an Engineer: balancing; bending; kneeling; squatting; reaching; sitting; standing; walking; pushing; pulling; lifting; grasping; communicating in person, by phone or through written correspondence; hearing; and seeing.
