Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies.

The Project Manager/Programmer is responsible for developing detailed statements of work, providing cost estimates, project programming, preparing contract documents for advertisement, reviewing proposals and managing contracts after award, in support of the 673d Civil Engineer Squadron (673 CES), Joint Base Elmendorf-Richardson, Alaska.

This is contingent on the award of the contract.

Key responsibilities:

Provide accurate and detailed data for input into the Automated Civil Engineer System (ACES) and/or TRIRIGA that will allow the squadron to track and develop projects

Classify scope in projects such as Maintenance, Repair and Construction

Identify fund source categories such as Sustainment, Restoration and Modernization

Develop accurate cost estimates from user inputs and ability to scope out a project from a work request form

Meet with customers/users to validate and quantify project requirements

Develop construction packages to include detailed statements of work (SOW), initial government cost estimates (IGCE) and other documentation necessary for the contracting squadron to begin advertisement

Create properly formatted documents according to 673 ABW guidelines and Tongue and Quill formats

Maintain construction schedules and proper documentation throughout the duration of projects, hold contractors accountable and provide accurate updates to 673 CES leadership

Maintain current project folders within 673 CES share drives and ensures proper documents are available

Negotiate with contractor and Contracting Squadron to ensure all 673 CES project requirements are met and costs are accurate

Perform other responsibilities associated with this position as may be appropriate

Qualification to be successful in the role:

Bachelor’s Degree in Engineering or Architecture

Possess five years of combined project management and project programming experience

Relevant US Air Force experience in engineering project development, programming and project management is preferred

Must have comprehensive understanding of taking projects from cradle to grave; where it will be expected to accurately program/develop cost estimates for future projects and then facilitate the accurate and timely execution of current projects

Must be able to interpret and apply construction guidelines in accordance with national standards

Must have knowledge of the Right to Privacy Act and other regulating directives on release of information

Must have knowledge of computer programs to include but not limited to Microsoft Word, Excel, Access, and Discoverer

Must have knowledge of basic construction flow, developing cost estimates, and detailed statements of work to effectively assess contractor proposals, construction schedule

Must have basic knowledge of AutoCAD software and/or ability to perform minor design work if project needs design.
