General Function

Under the direction of the Director of Asset Management, the major responsibilities of this position are operation, coordination, supervision and evaluation of the maintenance program at all CIHA owned and managed rental properties. In addition, this position provides direct supervision of Maintenance and Grounds Supervisor, Expediter and Peninsula Maintenance staff.

Major Activities (Typical Duties/Responsibilities)

• Provide professional supervision, coaching, and training of Maintenance Supervisors, Expediter, Peninsula Maintenance staff and other staff as assigned to include recruitment, training, counseling, evaluation, and staff development.

• Monitor maintenance performance and evaluate the outcomes against established performance benchmarks, making suggestions and implementing operational solutions as necessary to ensure portfolio maintenance goals and targets are achieved.

• Collaborate with Rental Properties, Compliance and Housing Services to ensure efficient and effective property operations and regulatory compliance.

• Provide positive and proactive customer service to internal and external customer, tenants and vendors.

• Perform routine building inspections and coordinate repair with community directors and maintenance supervisor.

• Collect information, evaluate and prepare routine reports as required by the Director of Asset Management.

• Assist Senior Manager of Rental Properties with preparation of property operations budgets.

• Train maintenance staff on property budgets to ensure compliance with purchasing standards, cost controls and compliance with purchasing policies and procedures.

• Assist in the planning, recommendation and implementation of property capital budgets including suggesting projects and coordination of approved projects.

• Work closely with Senior Manager of Rental Properties in planning and development for new properties and/or other facility maintenance services programs.

• Create, implement and review routine standard operating procedures for maintenance activities and processes to include development of standards, training and competency review.

• Create, implement and maintain a maintenance orientation and training program that includes safety, maintenance competencies, tool and vehicle policy and procedures.

• Oversee contract administration for routine maintenance contracts, open purchase orders and other maintenance contracts for all RHP properties including bid specifications and scope of work.

• Perform risk assessments and take proactive measures to limit CIHA liability and enhance worker safety.

• Implement, maintain and periodically review Key Control Program for all rental properties.

• Assure positive and proactive communication with Community Directors and other RHP staff to ensure appropriate flow of information and teamwork.

• Establish effective record keeping procedures and provide systems related to all maintenance inventories, work orders and maintenance projects.

• Provide maintenance orientation of new staff to Asset Management division as required.

• Other related duties as assigned.

Skills/Abilities

• Ability to communicate effectively both in writing and orally

• Operation of single/multi user computer with MS Word, MS Excel and MS Office.

Education and Experience

• College graduate with degree in business administration or other area related to building management and maintenance or experience can be substituted on a year for year basis

• Five years experience in property maintenance related field and progressive experience in a management/supervisory position.

• Commercial Facilities Management experience preferred.

• Experience in working in larger scale maintenance operations
