Position Summary: Under the supervision of the Executive Director, the HR Manager develops, directs, performs and coordinates HR department activities according to the agency needs, policies and legal requirements. This position will provide support to the agency in all phases of human resources management, risk management and personnel recruitment and retention.

Essential Responsibilities: The HR Manager will:

1) Collaborate with the Management Team in development and implementation of effective personnel policies and practices.

2) Establish and lead recruiting and hiring practices necessary to recruit and retain a superior workforce.

3) Plan and conduct initial new employee orientation to foster positive attitude towards agency mission, vision and values and explain all non-program specific aspects of employment.

4) Oversee the design and administration of MSSCA benefits programs.

5) Integrate payroll hours information into the Supervisors Hours report and disseminate the information biweekly.

6) Maintain and disseminate all physical and electronic HR/personnel records to meet agency and regulatory requirements.

7) Maintain workers compensation and safety records and monitor compliance.

8) Administer Leave of Absence programs; .e.g. FMLA, Disability and Leave w/o pay.

9) Monitor and provide recommendations to management team regarding issues and concerns in employment law, employment regulations and trends.

10) Manage all aspects of HR Department and supervise HR department staff.

11) Actively participate on teams and committees.

12) Performs duties in a manner that promotes health and safety.

13) Assist with other agency responsibilities as mutually agreed.

Minimum Qualifications:

Education:

Bachelors in HR, Business Admin. or related field from an accredited four-year college or university; and

Experience and Skills:

Five (5) years HR/personnel experience

Three (3) years supervisory experience and three (3) years management experience. May be concurrent. Equivalent combination of education and experience may be considered.

Experience in personnel practices and employment law.

Experience in the administration of employee benefits programs.

Must be proficient with standard Microsoft computer software programs.

Pre-hire requirements:

A current TB test.

Valid Alaska driver's license with two (2) years driving experience, and proof of automobile insurance must be submitted prior to employment.

Successful candidates must submit to a criminal background check as required by state regulation which includes providing one clear fingerprint card before hire.

Candidate must provide a minimum of three verifiable references.

Preferred Qualifications:

PHR certification or SHRM-CP certification.

Prior HR experience in non-profit sector.

HRIS experience.
