JOB SUMMARY: This position leads Adult Homeless Services for Catholic Social Services. Specifically, the Senior Director ensures effective program operations of Brother Francis Shelter (BFS), the Third Avenue Resource Center (TARC) and a Complex Care Shelter (CCS) program by developing policies and procedures, creating and managing budgets, program planning and development, and continuous quality improvement activities. The position is supervised by, and works closely with, the Chief Programs Officer.

This position works closely with stakeholders, community partners and local government as a representative of Catholic Social Services, the people who work in our programs and the people we serve.

QUALIFICATIONS:

Competencies: The Sr. Director of Adult Homeless Services must possess excellent administrative and human resources skills including: computer expertise, written and oral communication skills, self-confidence, initiative, flexibility, and a high degree of professionalism. Must be a team player, demonstrate motivation, exercise discretion and dependability, adhere to business profession code of ethics, and function well under stressful conditions. Must be able to maintain program/guest/agency confidentiality and treat everyone with dignity and respect and support the mission of CSS.

Education/Experience: Bachelor’s degree (with emphasis on business, public administration, human services, or social services) and three years experience in administration of budgets, facilities, program development and supervision.

Job Duties and Responsibilities:

1. Project Management:

a. Assist CPO with new projects by:

i. Understanding main objectives, purpose, and scope.

ii. Identifying key internal and external stakeholders.

iii. Discussing shared expectations, and gain required authorization necessary to move a project forward.

iv. Working with key stakeholders to create an integrated project plan focused on attaining the outlined goals.

v. Outlining key deliverables and milestones, assign tasks and oversee proper completion.

vi. Documenting each phase of the project.

2. Program Development/Administration:

a. Assist CPO and program directors in the development of new programs.

b. In conjunction with program directors, evaluate, revise and implement program policies and procedures.

c. Assist program directors and their advisory councils in planning goals, objectives and outcomes for program/services including expansion or reduction in services and/or personnel.

d. Participate in community and interagency planning and collaboration efforts as necessary.

3. Agency operations and culture:

a. Promote agency culture of treating everyone with dignity and respect.

b. Maintain a trauma-informed approach to service delivery.

c. Critical Incident Reports: facilitate resolution of critical incident reports according to agency policy and procedure.

d. Agency feedback: investigate complaints, facilitate resolution of client grievances according to agency policy and procedure; report as necessary to include recommended/taken actions for mitigation and correction.

4. Personnel:

a. Provide strengths-based supervision.

b. Supervise, coach, support and evaluate direct reports.

c. Ensure that staffing levels are appropriate for programs you oversee and that programs are fully staffed.

5. Financial Management:

a. In collaboration with the CFO and CPO assist program directors with program budget development and revision.

b. Work with CPO to identify financial need and areas for grant exploration.

c. Collaborate with the COO and/or grants director to ensure that adult homeless services grants are tracked, in compliance, and grants reports are timely and correct.

6. Data:

a. Work with the director of data quality and assurance to ensure that data is accurate and that the proper data is being collected to inform program improvement and client outcomes.

b. Work with the director of data quality and assurance and program directors to identify and track Continuous Quality Improvement (CQI’s) as well as outputs and outcomes.

7. Training:

a. Work with the Director of Training to ensure that staff is being trained on relevant and mandatory topics.

8. Other duties as assigned by the CPO.

Physical Requirements: Ability to lift up to 25 lbs.

Training Requirements: Attend Agency and department orientation. Attend all staff meeting and training as required. Must possess a valid driver’s license and auto insurance.
