Position Summary and Duties and Responsibility:

This position is responsible for contracts management and support of designated NWG programs or projects. The Contracts Administrator will be responsible for ensuring execution of contracts and subcontracts in accordance with Company policies, legal requirements, the Federal Acquisition Regulations, and other Government and Customer provisions. Responsibilities include, but are not limited to, supporting all aspects of the contracting process including customer interface, proposal preparation, fact finding, negotiation, contract and subcontract administration and contract closeout. Develop and respond to various types of solicitations (RFPs, RFQs, BAAs and other requests for offers). Preparing consulting agreements, purchase orders, subcontract agreements, terms and conditions, preparation and negotiation of modification and ensure contract compliance. Interfacing with various governmental agencies on related issues and providing guidance, advice and action on such matters to program management.

Position Overview

Complexity:

Contract activity with low to moderate risk to business unit, per standard policy. Executes low- to mid-dollar, routine contracts and places orders against existing contracts. Includes defined, repetitive functions. Typically handles routine or standard form contract agreements and related documentation in accordance with established contract policies and procedures. Requires a minimum of independent business judgment and a high degree of management attention.

Responsibilities:

Reviews solicitations and prepares routine response for proposals, bids, and contract modifications. May also prepare simple requests for proposals. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Drafts and negotiates simple contractual instruments commensurate with skills and grade level. Communicates contract policy and practice to internal business teams. Ensures contract review, approval and execution in accordance with corporate and/or business unit guidelines. Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Prepares, organizes and maintains contract records and files documenting contract performance and compliance. May conduct research to support contract audit and or facilitate business unit contracting trends. Performs contract closeout activities. Assists mid- to high-level contract professionals in working with internal or external business teams on issues and developments relative to assigned contracts.

Skills/Abilities

Basic to working knowledge of contracting concepts, Uniform Commercial Code, applicable international contract law, or public contract acquisition law and regulations. Good to strong analytical and communication skills. Ability to draft simple contractual instruments in accordance with prescribed templates and guidelines.

Interface:

Other contract professionals and business unit staff; cross-functional project teams; entry to mid-level customer and supplier associates.

Basic Qualifications:

• BS Degree in Business or related field with progressive experience in government and/or commercial contracts environment.

• Proven negotiating skills and the ability to exercise sound business judgment and discretion is critical

• Comfortable working in a fast-paced environment

• Must have strong written and verbal communication skills

• Possess strong organizational skills and ability to multitask while delivering timely, high quality products

• Must have ability to work without day to day supervision, work well with others, and interact professionally

• Working Knowledge of Microsoft Office programs

• Occasional travel may be required

Preferred Qualifications:

• Candidate must have strong background with various forms of government contracts including, but not limited to, cost plus fixed fee (CPFF), firm fixed price (FFP), time and materials (T&M), indefinite delivery indefinite quantity (ID/IQ), multiple award contracts (MACs) and contracts awarded under the GSA schedules

• 3+ years of experience

• Good understanding of FAR and Prime Contractor flow down provisions
