Summary Job Goal: Performs at the advanced or lead level. Ensures that assigning and evaluating subordinate work, training lower level staff and assisting in areas necessary to a smooth operation, complete the work. To provide and supervise the provision of timely, accurate eligibility determinations and benefit authorizations for Temporary Assistance for Needy Families (TANF) applicants/recipients. In accordance with federal and state rules, regulation and guidelines governing assistance programs, work includes in-depth interviews, data collection, data review and analysis, investigations, eligibility determinations and benefit authorizations. Performance Responsibilities: include the following. Other duties may be assigned. Performs quality assurance (internal quality control) activities. Reviews case files assigned to lower level staff, identifying any errors made in eligibility determinations or benefit authorizations. Provides feedback/training to caseworkers. Prepares related reports, which include recommendations for training and other methods to improve case accuracy. Performs home visits with recipients to gather information about surrounding circumstances, and assess or evaluate situations against regulatory requirements, to strengthen and document the decisions made by staff or to correct errors. Functions as a resource staff, having considerable knowledge of the application and limitations of Eligibility Information System (EIS), all program rules, regulations, policies and procedures. Interprets and clarifies policy and program changes for lower level staff. Makes the most complex eligibility and benefit determinations associated with confusing household compositions/circumstances and with programs which are considered the most difficult, i.e., constant program changes, lack of detailed guidelines, and/or extensive verification requirements. Ensures that work is completed effectively, accurately and within time frames. Assigns work, monitors the progress and completion of work. Assists the TANF Director and Deputy Director in evaluating and training subordinate staff and acts as a resource. May draft and maintain statistics and related reports.
