Job Summary:

The Maintenance Foreman is an integral part of the JL Properties, Inc. team, playing a key leadership role for daily operation, annual maintenance, and long-term health of commercial and/or residential real estate within the JL portfolio in the Fairbanks area. The Maintenance Foreman is responsible for all aspects of property day-to-day maintenance operations, including in-house work for building maintenance, plumbing, electrical, HVAC, carpentry, and painting. Directly supervises and oversees maintenance technicians at assigned property.

In addition, the Maintenance Foreman is responsible for assisting the Maintenance Supervisor in implementing a comprehensive preventative maintenance program, coordination and implementation of weekly, monthly and seasonal maintenance priorities. This position assists the Maintenance Supervisor with assigned property oversight and communication, the annual review process, training, scheduling, assignments of work, and recommendations regarding personnel actions. Employees occupying this classification inspect units for maintenance needs, assign personnel to complete the required work, reviews work in progress to ensure compliance with established procedures and safety requirements during the maintenance process, inspects units when maintenance is completed, and ensures that all opened work orders are closed.

Distinguishing Characteristics:

The Maintenance Foreman is responsible for ensuring that all maintenance work orders and COMS are completed to an acceptable level in a timely manner. The Maintenance Foreman is to maintain the physical integrity of the assigned property. This involves ensuring a safe, secure and comfortable living environment for residents, visitors and staff. Work requires performing duties independently with the responsibility for adapting tools and materials to assigned projects and applying discretion in determining proper work methods and procedures or in analyzing preventative maintenance needs. He/She responds to maintenance and repair needs, as required by department procedures. He/She continually strives to increase his/her working knowledge of the property. He/She is to conduct business in a manner that attracts and retains residents by performing the following duties and all other related duties as assigned.

Job Duties and Essential Functions:

• Direct planning, scheduling, and oversight of maintenance projects or preventative maintenance programs, demonstrating a continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with the maintenance management.

• Train and assist maintenance personnel to perform maintenance work in compliance with established time perimeters.

• Review work in progress to ensure compliance with operational procedures, safety standards, and state law. Discuss work performance with the Maintenance Supervisor to ensure professional work is being accomplished within time frame. Identify negative trends or potential problems and coordinates findings with the Maintenance Supervisor or Facilities Manager.

• Complete tasks using the standard methods, materials, tools, and equipment of the facilities maintenance and carpentry trades.

• Complete tasks using the methods, materials, tools, equipment and practices of related facility maintenance disciplines such as HVAC, controls, mechanical, and electrical.

• Adhere to the occupational hazards and safety precautions necessary in facilities maintenance and carpentry work.

• Participate in an On-Call emergency schedule for evening, weekend and holiday coverage.

• Installs new equipment, appliances, fixtures, and parts; modify existing systems; perform remodeling.

• Perform repairs on appliances, heating systems, fixtures, switches, and outlets, as well as completing preventative maintenance on HVAC, and boiler, water heater and air circulation systems.

• Perform carpentry work in the renovation, alteration, and maintenance of buildings, floors, roofs, partitions, doors, windows, wooden fixtures, sheetrock, tiling, and other housing components and playground equipment.

• Perform installation and plumbing work (such as cleaning stoppages and replacing fittings) on boilers, furnaces, water heaters and pumps.

• Greet and interact with residents in a professional, courteous and helpful manner, and while on duty, answer all incoming calls in a professional, positive manner.

• Inspect apartments to determine damages to the unit and the specific Maintenance needs.

• Responsible for reporting units that are seen as presenting any health, fire or safety concerns to property management.

• Assist in grounds work when necessary, including grounds policing, snow removal and common area trash pick-up.

• Occasionally distribute resident communications when requested.

• Perform scheduled maintenance on all equipment utilized, when appropriate and available, manufacturer's recommendations and operating manuals and O&M schedule.

• Maintain safe, organized, clean work areas and work vehicles.

• Participate in work-safety programs.

• Work as team player and when requested assist job duties in areas other than repair, maintenance, change of occupancy maintenance, custodial, grounds, etc.

• Responsible for meeting work order, com, and O&M completion deadlines.

• Perform other related duties as assigned by the direct supervisor and/or Management.

Minimum Qualifications:

• High School diploma or equivalent

• Valid Alaska Driver's License

• Ability to be insured by company's auto insurance

• More than two years of progressively responsible experience in facilities maintenance, building construction or the following trades: carpentry, electrical, HVAC, plumbing, welding, or auto mechanics preferred

• Prior supervisory experience preferred

• Ability to understand and execute oral and written instructions.

• Ability to work independently and willingness to learn.

Tools and Equipment Used:

Motor vehicles, hand tools, telephones, and photocopiers. Also, man lifts, fork lift, power tools, pumps, electronic test equipment, power actuated hammer, table saws, and other tools used in the trades.

• Special vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Adequate vision to operate vehicles and equipment in daylight and darkness.

• The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 300 pounds (with assistance of a hand truck).

Work Environment:

• The employee occasionally works near moving mechanical parts and in high, precarious places, or confined space, and is occasionally exposed to fumes or airborne particles.

• Work is performed at various locations within the properties managed by JL Properties, Inc., Fairbanks, Alaska.

• The employee will be required to work in outside weather conditions for extended periods of time (66%-100% of time)

• The employee must be able to walk distances outside in all weather conditions-winter and summer.

Supervision Received:

The Maintenance Foreman must possess the capability to work independently, under the supervision of the direct supervisor and/or Management. This position reports directly to the Maintenance Supervisor.

Supervision Exercised:

The Maintenance Foreman assists the Maintenance Supervisor and Facilities Manager with the direct oversight and communication, the annual review process, training, scheduling, assignments of work, and recommendations regarding personnel actions for the Maintenance Technicians assigned to Maintenance work. The Maintenance Foreman will schedule and assign work to help ensure Maintenance work is completed within required timelines, as needed.
