Senior Director, Homeless ServicesJob Description: As ICF’s Senior Director of Homeless Services, you will manage the strategic direction of our Homeless Services practice, with a significant focus on identifying new business opportunities, supporting growth and development of your team members, and engaging in technical assistance and training. In this role, you will have the opportunity to contribute to solutions to ending homelessness and drive outcomes on a national scale. Through this position, you will lead a dynamic team delivering technical assistance on behalf of HUD’s Office of Special Needs Assistance Programs (SNAPS) and other Federal clients, as well as leading large-scale engagements at the state and local level.You will work alongside recognized experts in the field, enjoy ICF’S collaborative work environment, and receive the opportunities for significant professional growth afforded to ICF employees.Homelessness disproportionately impacts Black, Indigenous, and People of Color because of structural and institutional racism. Responsibilities:Cultivate a positive workplace culture by inspiring and empowering the Homeless Services TA team

Build national awareness of ICF’s Homeless Services capabilities related to topics including coordinated entry, HMIS, and racial equity.

Expand business opportunities in the Homeless Services arena by developing a pipeline of qualified opportunities, managing major capture efforts, and driving proposal opportunities.

Strategically lead efforts to envision, develop, and contribute to the delivery of technical assistance to build capacity among state, local, and nonprofit stakeholder in the homeless services field.

Refine team structure/processes, and effectively delegate responsibilities to team leaders.

Support communication and collaboration across the existing team, and identify opportunities for individual staff members’ growth.

Plan for technical, operational, and staffing requirements to support team growth.

Develop and implement processes to ensure smooth workflow resulting in timely, on-budget, quality project work for clients.

Build and nurture client relationships and manage client satisfaction.

Expand network of expert partners and develop teaming relationships.

Represent ICF’s high level of integrity and commitment to company values.

Basic Qualifications: Bachelor's degree, and 10+ years of experience working in the homeless services field.

Strong understanding of the root causes of homelessness and the solutions that need to be brought to scale.

Experience with the Department of Housing and Urban Development’s Special Needs Assistance Programs (SNAPS) office’s programs and systems (e.g., CoC, ESG, HMIS, IDIS).

Experience planning and providing technical assistance and training in the homeless services field.

Experience successfully applying organizational management skills in areas such as financial management and budgeting, communication, and staff growth and development.

Proven track record leading and growing large teams, including successful hiring and retention, with demonstrated commitment to collaboration, transparency, and inclusivity.

Experience successfully leading business development activities.

Preferred QualificationsMaster’s Degree in public administration, planning, public policy, social services, government, or a related discipline, and 15+ years of experience.

Experience in a consulting environment strongly preferred.

Knowledge of and experience with homeless services programs at the Departments of Health and Human Services, Education, and/or Veterans Affairs.

Recognized leader in the homeless services field, with demonstrated experience working to prevent and end homelessness at the local, state, and/or national level

Commitment to housing justice with a proven track record of centering equity, and/or subject matter expertise related to racial equity and/or Tribal homelessness

Lived experience of homelessness

Professional Skills:Ability to understand and articulate clients’ goals and sell work related to those goals

Ability to effectively lead teams and delegate responsibilities

Excellent verbal, interpersonal, and written communication skills

Strong analytical, problem-solving and decision-making capabilities

Strong skills in MS Office Applications (Word, PowerPoint, Outlook, Excel)
