JOB TITLE: Accountant I

WORK YEAR: Full time: 7.5 hours per day/12 months/260 days annually (Pro-rated upon hire)

START DATE: July 2020

SALARY: Salary Schedule 17, Range 18 $27.65- $35.29 an hour. Placement is dependent upon experience. Stipend pay for Master's $750 annually, or Doctorate $1,250 annually.

DEFINITION:

Under the general supervision of a Financial Analyst, perform accounting work requiring full professional competency for accounting records, budgetary controls, exhibits and reports; apply data processing software to accounting; analyze data processing systems for accounting integrity. Accountant I is distinguished from Accountant II by the level of knowledge and skill required including the degree of difficulty of work assigned and performance with minimal supervision. Accountant I is the entry level position in the series.

EXAMPLES OF DUTIES: [May include but are not limited to the following]

1. Assist with the development of projected revenues for Butte County Office of Education and Local Education Agencies (LEAs)

2. Assist in preparation of budgets and interim reports for BCOE programs and LEAs

3. Assist in the development of cost containment procedures and processes for BCOE and LEAs

4. Prepare reports for BCOE and LEA’s, when required

5. Assist with field audits and internal control reviews for BCOE and LEAs

6. Provide training to BCOE staff.

7. Assist in monthly cash reconciliations, apportionments, tax and interest transfers and deposits for BCOE and LEAs

8. Assist in year-end closing for BCOE programs and LEAs

9. Assist in the review of AB1200 budgets and Local Control Accountability Plans (LCAP)

10. Develop, as required, personal computer specialized reports

11. Assist with LEA annual audit resolution and audit contract process.

12. Assist with all questions from BCOE, LEAs and the public on financial matters

13. Reconcile certain BCOE and LEA fiscal records to various outside agency records, i.e,. California Department of Education, Butte County government

14. Be prepared to attend a State sub-committee meeting as a substitute

15. Oversee work of Financial Specialists as needed

16. Other related duties as assigned

QUALIFICATIONS:

Knowledge of:

1. Cost accounting principles, practices, and procedures

2. Financial analysis and research procedures

3. Personal computers and standard software

Ability to:

1. Read, interpret, understand and apply accounting standards and procedures, applicable federal and state rules and regulations and BCOE policies and procedures

2. Analyze and interpret financial documents

3. Analyze and apply terms and conditions of contracts, grants and agreements

4. Correct and update financial and accounting information systems

5. Maintain cooperative working relationships with co-workers and other department staff

6. Communicate effectively orally and in writing

EXPERIENCE AND TRAINING:

1. Bachelor’s Degree in Accounting or in Business Administration with an Emphasis/Option in Accounting or a related degree

2. Preferred, but not required, two (2) years of experience in accounting and budgeting

3. Two (2) years demonstrable experience using computers (e.g., data processing, Microsoft Excel or Access)
