POSITION: Director, International Training Programs

Part-Time / Non-Benefited / Hourly / Non-Exempt

Temporary contractual with the possibility of extension

LOCATION: CSU, Chico campus with regional and national travel. Possible international travel.

COMPENSATION: $30-$35 per hour “ Hours will vary based on contracts and will not exceed 1,508 hours per year.

GENERAL PURPOSE: The incumbent will work with the current director to design and write a grant proposal for a government-funded exchange program, anticipated to take place on the CSU, Chico campus from late January-mid March 2020. Should the grant be funded, the incumbent will be responsible for planning and managing the grant-supported exchange program, identifying, hiring and supervising program staff and instructors, completing and submitting reports and managing the project budget. The position is also responsible for ensuring contract compliance with the guidelines associated with each program including, but not limited to, federal and state regulations. The implementation of each training program will require close cooperation with various offices on and off campus, including, but not limited to the Research and Sponsored Programs office, vehicle reservations, facilities management, academic departments, Chico Unified School District, and relevant local, state, and federal government offices, businesses, and public facilities.

Upon successful completion of the above grant, the incumbent should anticipate seeking and procuring grants and government contracts to provide training for international groups such as educators, educational administrators, government officials, students, scholars and short-term technical or vocational trainees, etc. throughout the year.

ESSENTIAL JOB FUNCTIONS:

Primary point of contact for all fiscal, contractual, and programmatic issues related to/for International Training Programs;

Manage multiple projects with budgets adding up to approximately $500,000 each fiscal year;

Oversee all logistical, financial, and personnel issues associated with each contract;

Identify, develop and implement customized training programs for international participants;

Develop and maintain partnerships and cooperative relationships with government, private, and non-profit organizations for the purposes of identifying contract opportunities and collaborating in their delivery;

Prepare training proposals and budgets, including developing educational objectives and curriculum design;

Hire, schedule, and manage all subject matter experts;

Design and facilitate cultural and logistical orientations, workshop outlines, site visits, follow-on activities, and evaluation sessions;

Evaluate program results and complete periodic written reports as required by each contract;

Accompany groups on study tours and site visits;

Travel to other countries to conduct follow-on training/workshops or debriefing workshops when appropriate;

Promote internationalization at CSU, Chico and within the Chico community by increasing opportunities for mutual exchange between program participants and CSU, Chico students, faculty, staff, local schools and community members.

EMPLOYMENT STANDARDS:

Bachelors degree/Masters degree preferred in education administration, international relations, international development or related field;

International experience (i.e., living, working, studying abroad), preferred;

Track record writing winning grant proposals;

Strong oral, written, and interpersonal skills. Demonstrated success working across diverse cultural backgrounds and with a wide range of people, including those holding senior positions;

Strong negotiation, conflict resolution and public speaking skills;

Self-motivated and able to work under own direction. Show initiative and possess the ability to generate and implement new ideas and new approaches to program management and partnership building;

Excellent time management and problem solving techniques;

Strong project management skills;

Demonstrated ability to manage multiple projects simultaneously;

Demonstrated ability to develop and maintain positive working relationships with funding agencies, partner organizations, on-campus departments, and international participants and organizations; ability to work collaboratively and build effective working relationships;

Experience working with the federal government or similar funding organizations on grant-funded programs;

Ability to adapt to changing business needs, conditions and work responsibilities;

Advanced knowledge of MS Office software;

Experience supervising student employees and interns, preferred;

Must be able to successfully clear a DOJ/FBI fingerprinting check (Live Scan) prior to employment.
