Position Title: Property ManagerProgram/Dept: Base Camp Village ApartmentsReports to: Regional ManagerClassification: Regular, Full-Time, Non-ExemptCompensation: $16.00-20.00 per hour + Full Benefits PackageAgency Description: Founded in San Mateo, California, in 1964, Caminar’s thriving programs and services serve more than 14,000 individuals annually across San Mateo, Santa Clara, San Francisco, Solano, and Butte Counties. Our nonprofit organization’s portfolio of behavioral health and supportive services empowers and supports individuals and families to move toward resilience, wellness, and independence. And, we are expanding our capacity to address the increasingly complex needs of individuals and families.Position Description: Base Camp Village Apartments is a model program that provides housing for people who have a severe and persistent mental illness and who have experienced homelessness. The incumbent will be living on site in a one-bedroom apartment. Working closely with Behavioral Health, the Property Manager will assist the Behavioral Health case managers in building a safe and strong community on site. Position is dependent on agency funding and continued funding from Department of Behavioral Health.Essential Jobs Plus Duties & Responsibilities: Able to build collaborative, proactive and client focused relationships to facilitate and maximize tenant’s successful independent living and employment Work closely with Behavioral Health case management staff and Regional Manager to create a safe, harmonious and successful living environment for tenants. Ensure timely collection of rents, completing all paperwork for the month to include monthly rent worksheet, lease addendums, receipts to clients and a copy to Office with backup of any changes in income or rental amounts. Provide applicants with appropriate and correct move in/ move out documents including leases, rental agreements, security deposit information and other related documentation. Ensure all tenant paperwork is completed before move-in date; verify and document income upon move-in and annually thereafter; verify and record eligibility of tenants, i.e. income, homeless status and disability. Ensure all records are properly maintained, stored, and kept confidential. Assist tenants with reviewing lease agreements and move-in inspections. Obtain sign off from tenants on annual recertification paperwork and provide rent change notice to tenants in a timely manner. Facilitate and actively participate in monthly floor meetings with tenants. Assist in resolving any issues and disputes that may arise between tenants. Perform pre and post-inspection of units at least annually, reporting any issues to Behavioral Health case managers and Supervisor. Complete monthly reports in a timely manner. Submit these to the Regional Manager by the 7th of each month. Attend meetings with Behavioral Health. Review emergency safety procedures with tenants and conduct emergency practice drills on a periodic basis. Address all maintenance requests within 72 hours of report from tenant; all emergency problems should be addressed immediately with formal notification to and direction from Supervisor. Ensure the property is well maintained, i.e. cleaning driveway, supplying items for the community room, responding to maintenance request, regularly inspecting the property, etc. Initiate and complete eviction procedures in consultation with Supervisor. Maintain all contracts and associated paperwork for bonded and licensed contractors. Attend property management meetings and seminars as assigned. Represent the program and Caminar as assigned to ensure a positive and caring public image, as well as appropriate visibility, and to reduce the stigma of mental illness. Serve as Safety Administrator ensuring a safe, healthy and clean working environment at all times consistent with applicable laws, industry standards and the agency’s own Health & Safety Program. Comply with all applicable laws, regulations, and the policies and procedures of Caminar. Model respectful, caring, tolerant, ethical, and empowering relationships with all individuals served and employed. Submit accurate and complete time sheets and mileage/expense reimbursement reports to program management in a timely manner. Promote within the agency and with the general public the philosophy and practice of social rehabilitation. Actively nurture and advance the cooperative, harmonious and teamwork oriented environment Caminar strives to promote within the workplace; Through daily efforts and presentation promote an atmosphere of dignity and respect in line with the organization’s mission, philosophy, policies and procedures. Perform other related duties, responsibilities and special projects as assigned.Requirements, Qualifications, Skills & Abilities: Must be passionate about Caminar's mission. High School Diploma or GED required. BA/BS in a related field is preferred. A combination of experience managing property, working with people with serious mental illness and knowledge of social rehabilitation/recovery model preferred. Prior experience developing and managing operating budgets for multiple programs is strongly preferred. Wide range of facility repair and maintenance skills strongly preferred. Excellent computer skills in a Microsoft Windows environment including email and Internet navigation required. Experience with web based time and attendance and staff training and development system is strongly preferred. Ability to maintain a high level of confidentiality, a professional demeanor and to represent the organization in a positive manner at all times. Must demonstrate acceptable level of maturity, good judgment, and emotional stability. Problem solving—identifies and resolves problems in a timely manner and gathers and analyzes information skillfully. Customer Service—manages difficult customer situations, responds promptly to customer needs and solicits customer feedback to improve service. Must be a dynamic self-starter with demonstrated ability to work independently on special projects.Physical, Environmental and Mental Requirements: Physical: Occasionally required to push/pull objects up to 50 lbs., and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, sit for extended periods. Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language. Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days. Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises. Equipment: Frequently required to use a computer, phone, and fax machine.Special Requirements: Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices. Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
