We are hiring a GIS Manager to oversee mapping and analysis projects as we grow the wildfire consulting section of Deer Creek Resources. This is a senior leadership position, requiring management experience and high-caliber GIS mapping and remote sensing skillsets. This position will supervise a seasonal GIS Operations Manager who leads DCR’s emergency mapping operations, manages seasonal wildfire mapping staff, and maintains equipment readiness and deployments our onsite GIS mapping support trailers during wildfires.
Responsibilities
This position reports to DCR’s Director. Management tasks will include developing project proposals, workscopes, and budgets, delegating tasks to co-workers, reviewing work products, developing internal budgets, tracking hours worked, and preparing invoices. This position will also perform GIS mapping and analysis tasks. A successful candidate will have a deep understanding of GIS and remote sensing, including LiDAR, and the ability to create map products from offline data, without the use of streaming base maps, if necessary.
This position supervises 2 full-time GIS analysts and a part-time remote sensing/vegetation mapping developer. A separate seasonal position manages wildfire deployments and supports offsite GIS operations. Opportunities exist for the person in this position to become FAA Part 107-certified and manage DCR’s UAV program (not currently very active).
DCR has substantial GIS data resources, having built an extensive project data archive over the past 3 decades. This position delegates file management and IT responsibilities to a part-time position, but is responsible for the overall upkeep and maintenance of DCR’s data library and internal IT infrastructure.
The GIS Manager will work alongside DCR’s Planning Manager, and will be supported/onboarded by DCR's Director.
Responsibilities may include:
Developing project proposals, budgets, and workplans
Design of ArcGIS Online databases, setting up Field Maps deployments
Creating interactive map-based dashboards and other digital content
Research and development/collaboration with project technical leads
Conducting fuels-mapping fieldwork
Developing wildfire hazard assessment products
Supervising or performing wildfire behavior modeling
Mentoring other staff
Writing scripts and technical documentation
Preparing and presenting technical reports and presentations
Undertaking community outreach for wildfire protection plans
Planning aerial photography missions
Attending conferences
Being an active participant in the wildfire management/mitigation community
Other Responsibilities may include:
Communicating regularly and openly with leadership team
Cartography, field survey work, GIS analysis as assigned
Creating project-specific basedata and relaying to project teams
Maintaining a large basedata geodatabase
Maintaining existing templates (e.g. Pre-Attack Maps, symbology for DCR Basedata)
Co-administrator for DCR Google Workspace account
Ensuring data management standards are applied consistently on all DCR projects
Preparing data library (“brick”) for fire season, archiving incident data after assignments
Ensuring succession of position through documentation and mentoring
Assisting DCR and Firestorm leadership when needed
Qualifications
The successful candidate will be well-spoken, write and collaborate well, be passionate about mentoring junior staff, and effectively interact with clients and agency representatives in a professional manner.
Candidates should have a practical understanding of land management, a proven record of project management, and be motivated to build and grow a high-functioning professional enterprise. During fire season, practical skills including forklift use, towing, and mechanical troubleshooting are a plus.
We place a high value on field experience. Our parent company, Firestorm, staffs wildland fire hand crews, Type III and VI fire engines, GIS Mapping Support Units, and prescribed burning modules. There may be opportunities for the GIS Manager to take wildfire and prescribed fire assignments, maintaining currency or advancing their wildfire qualifications including but not limited to FFT1, FEMO, FOBS, or Single Resource Boss.
Compensation
This is a regular, full-time, salaried position. Pay is competitive, and commensurate with experience, with performance-based bonuses or commissions. Firestorm offers health benefits and a 401k.

Collaboration - The position shares responsibilities with DCR Planning Manager
Technical - This employee will seek technical input from the DCR Director, DCR Data Scientists, DCR Geospatial Analysts, and co-workers

Education And/Or Experience Required
Extensive experience with GIS
Project and staff management experience
Bachelor of Arts Degree or Science Degree or equivalent experience
Practical working knowledge of computer hardware and software systems
Knowledge of GIS data types
Location
The primary work site is at DCR’s offices in Chico, California, and candidates will be expected to be in the office at least 3 days a week. Overnight travel, mainly within Northern California may required.
