SummaryYou will serve as a Integrated Project Team (IPT) Lead in the Mobile & Integrated Threat Division of NAVAIRWARCENWPNDIV CHINA LAKE.ResponsibilitiesYou will be responsible for threat simulators and targets development plans, as well as the cost, schedule, and reporting related to the execution of those plans.You will provide overall direction, coordination, and management of all facets and functions of the threat simulator and target systems teams in areas of assignment.You will be responsible for overall project management, execution, business operations and sponsor coordination and influence at DoD Testing and Evaluation as well as NAVAIR Testing and Evaluation and COMOPTEVFOR.You will coordinate the development activities with ECR and PMSR senior management, chief engineer, and engineering staff to propose, execute, deliver, and verify capabilities on a complex investment road map.You will be responsible for project deliverables including program management plans, progress reports, operations plans, proposals, and software system development, system verification, and information assurance / accreditation compliance plans.You will manage teams in the development, integration, test, verification, and accreditation of systems and subsystems to DoD and Navy requirements.You will provide customer coordination, budgeting and financial management, business processes and process improvements, proposal generation, project plan and development plan experience.RequirementsConditions of EmploymentQualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the DP-04 (GS-12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience in project planning, project management, technical risk management, systems integration and operational test; 2) Experience with cyber-security processes to obtain projects approvals Authority to Operate; 3) Organizational leadership skills to manage a project team, track and report metrics, financial execution, software and systems design/implementation, and delivery. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. FOR 1550:Bachelor's degree in computer science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
