Under the direction of the Regional Director of Laboratory Quality and Compliance for the Laboratory Care Delivery System, directs the development and improvement of a laboratory-wide quality system. Leads a region-wide quality process program. Leads the establishment and improvement of an integrated quality system in SCAL.Essential Responsibilities:Directs the development and improvement of a laboratory-wide quality system and manages system implementation with technical and non-technical departments.

Leads the establishment and improvement of an integrated laboratory quality system.

Leads Regional Laboratory Quality Council and Interfacility Laboratory Quality Process Team.

Ensures compliance with regulatory and accreditation agencies' requirements.

Identifies opportunities and implements processes and procedures to reduce laboratory risks.

Designs or assists in process development and improvement throughout the laboratory system.

Leads or facilitates continuous quality improvement projects and quality review processes.

Manages quality improvement projects, costs, or standardization in a matrix organization structure which has region-wide impact.

Collaborates in developing quality strategies with regional and inter-regional partners in order to maintain client focused service and market share.

Provides consultative support to Regional Laboratory departments and the laboratory community in the Southern California Region and the Kaiser Permanente Medical Care Program on quality practices, Lab Laws, and accreditation requirements.

Basic Qualifications:ExperienceMinimum ten (10) years of experience in a high-volume clinical laboratory required including demonstrated ability to utilize principles and practices of quality improvement/system.

Minimum five (5) years of experience in a supervisory/managerial position required.

EducationMaster's degree in clinical laboratory science or related field; OR

Master's degree in health care administration, business administration, public administration or related field with additional studies in quality management related courses required.

License, Certification, RegistrationValid current California Clinical Laboratory Scientist or limited specialist license required.

Additional Requirements:Other skills/experience should include demonstrable knowledge of statistical tools of quality, techniques of problem solving and improving work process, making presentations, and computer proficiency.

Able to manage several projects simultaneously, complete projects efficiently and on deadline, sometimes with necessarily little lead-time. Influential and effective in both written and verbal communication skills (negotiation, listening and collaboration.

Demonstrated effectiveness in staff development, team building, conflict resolution and group interaction

Experienced at presenting

Knowledge of federal, state, local, and accreditation agency regulations.

Must be able to work in a Labor/Management Partnership environment.
