The BDS Autonomous Systems Maritime Undersea (MU) portfolio is seeking a Maritime Undersea SEIT Capability Manager to help lead programs and missions under the Systems Engineering, Integration, and Test (SEIT) Engineering Capability Lead in Herdon, VA or Huntington Beach, CA.

This role is responsible for ensuring systems engineering rigor across all phases of Systems Engineering processes and skills supporting all MU portfolios: Platform Programs, Integrated Missions and Mission Operations programs that span seabed to space.

The ideal candidate for this position will report to the MU SEIT Capability Leader and manage a team of approximately 25 Systems Engineers including senior Subject Matter Experts (SMEs) as well as Systems Engineers across all career stages. Together, this team will develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports. The day-to-day activities of this position will be a combination of direct program support and functional skill management and career development activities within MU.

Position Responsibilities:

This SEIT leader will work with the SEIT Capability Leader to develop and oversee the activities of assigned engineer direct reports in performing system requirements development, architecture / design activities, Integration and Test, and Verification & Validation on MU programs.

  • Manage, develop and motivate approximately 25 employees in the SEIT specialty
  • Excellent written and oral communication skills
  • Work with the SEIT Capability Lead, Portfolio leads, and program managers to address staffing needs for program execution
  • Support the hiring, development, and retention of employees for contractual and company-funded activities
  • Provide flow down of corporate and MU information, strategy, and personnel information
  • Engage with program managers to assess the performance of and satisfaction with assigned Systems Engineer resources
  • Ensure assigned Systems Engineers are fully engaged in supporting program needs


Program Support Responsibilities:
  • Technical support to the execution of programs/projects/product lines by providing Systems Engineering resources, SMEs and approaches, techniques and tooling to deliver system architecture and design artifacts, models, and CDRLs
  • Identify needed skill sets and tool experience based on individual program needs and provide this information to the SEIT Capability Lead to help plan for training and hiring needs
  • Support the SEIT Capability culture of standardized work management practices and proactive technical oversight
  • Develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports
  • Oversee and contribute to proposal technical content as needed
  • Provide short-term execution oversight of system architecture and design activities for key start-up programs/projects and/or programs/projects in need of critical support


Technology Insertion and Business Growth
  • Support the technical integration, innovation and growth of the business by identifying trends in customer needs, program objectives, and industry trends for verification and validation processes and practices across software and platform programs.
  • Work with the SEIT Capability Lead to assist in supporting business strategies flowed down from the MU Director and Chief Engineer.
  • Provide requirements for technical roadmaps and investments across the portfolio


Functional skill activities:
  • Participates in MU SEIT Skills Management Team
  • Talent management, including skill and career development of approximately 25 Systems Engineers assigned; tracking and coordination of employee development plans
  • Work to ensure skill needs are met on programs/projects/product lines and skill utilization objectives are met for the business for the verification and validation specialty. Includes identifying skill gaps and training needed to maintain program satisfaction
  • Support the maintenance of a training tracking system implemented by the SEIT Capability lead that will ensure the systems engineering workforce is properly trained and given adequate growth opportunities as appropriate
  • Support the documentation and continuous improvements of Systems Engineering Best Practices (SEBP) by collaborating with technical leads within the Capability


This position requires an active U.S. Top-Secret SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Must be willing to submit to a CI Polygraph

Basic Qualifications (Required Skills/Experience):
  • 3+ years' experience leading a Systems Engineering Team
  • 3+ years' experience collaborating with multiple programs/organizations
  • 3+ years' experience working systems engineering across multiple phases of the product life-cycle
  • Experience working with teams across multiple geographic locations
  • Experience working across multiple Engineering disciplines


Preferred Qualifications (Desired Skills/Experience):
  • Demonstrated ability to work with program personnel, customers and suppliers/teammates, with focus on customer satisfaction
  • Demonstrated skills and experience using modern task tracking systems (e.g., JIRA, VersionOne, etc)
  • Experience working with requirements management systems such as DOORS for V&V activity planning and sell-off events
  • Experience working with customer technicians and activity planners
  • Experience with automated testing frameworks and tools
  • Demonstrated experience supporting program milestone events as well as CDRL generation and maintenance to include test plans and report writing
  • Experience with the use of the System Engineering Best Practices (SEBP) and how they apply to successful program execution
  • Experience with in the following areas are highly desirable: requirements analysis, traceability, and quality; successful preparation and execution of customer gate reviews (SRR, PDR, CDR, etc.); functional, physical, and logical architecture design and trade studies, functional analysis, decomposition, allocation, and CONOPs; interface definition and management; verification and validation approaches and planning; change and configuration management, Product Line Engineering; Design for Cost; Risk, Issue, and Opportunity Management; and Technical Performance Measurement (TPM).
  • Experience in functional analysis and allocation, synthesis and integration, and system definition practices
  • Demonstrated experience with Root Cause Corrective Analysis (RCCA) processes and practices
  • Experience using Staffing, Redeployment and Forecasting (SRF) tool, Enterprise Skills Planning (ESP) or other skill forecasting tool, and WorkDay
  • Supporting and participating with teams working proposals with resource estimation and Basis of Estimate construction for software and platform Verification and Validation
  • Familiarity with Cost Account Management using Boeing processes and procedures, including Earned Value Management (EVM)
  • Demonstrated experience supporting the strategic pursuit and capture of new market areas and programs/product lines.
  • Demonstrated education, training and experience with a variety of platform domains (space, air, land, sea), communications systems, and operations centers executing end-to-end missions within the Intelligence Community and/or DoD market space.
