Under the general direction of the Manager, develops plans, processes, and procedures that improve operational and strategic execution and implementation of multi-disciplinary and complex enterprise wide projects. Leads stakeholder engagement to define requirements for modernizing the implementation, maintenance, and ongoing updates to the CAISO Program Lifecycle (PLC), Software Development Lifecycle (SDLC), and Project Management planning, tracking and reporting tools. Provides ongoing support as a central point of contact and subject matter expert for the CAISO processes and tools. Mentors and provides guidance to other ISO staff on processes and tools as needed. Supports Portfolio and Release Planning processes as required.

What You Will Be Doing

  • Responsible forproject management and software delivery lifecycle methodologies, processes, procedures and tools for the efficient and effective delivery of ISO projects. Uses and maintains knowledge and experience defining delivery models and leverages an appropriate blend of Waterfall, Agile and other software development lifecycle methodologies for the different types of project scope.
  • Develops, communicates, and provides guidance on Project Management policies, guidelines, and tools to ensure consistent project management methods across the organization. Defines requirements, documentation and guidelines for technical and other ISO support staff for the use and maintenance of Project Server, including reports and issue troubleshooting. Ensures support and training materials are available for all levels of Microsoft Project users. Provides input on the hiring of Project Managers, Project Coordinators, and Project Server Coordinators.
  • Manages the ISO Release Plan and ensures placeholder projects are created and maintained in the project management software. Proactively communicates and provides feedback, recommendations, project data, and data analysis to decision makers to support portfolio planning and prioritization. Works closely with Project Leadership to support release planning efforts.
  • Manages complex cross-department or major projects including development of scope, requirements, work breakdown structures, resources, schedules, budget, risk, and communications to promote timely, cost and quality controlled delivery of products and services of ISO's core business functions.
  • Partners with Corporate Systems and technical support resources to ensure Project Server issues are resolved in a timely manner to reduce impacts to Project Delivery. Defines requirements and leads upgrades and implementations of new software, system upgrades and patches to ensure seamless implementation and minimal impact to resources.
  • Ensures that Project records adhere to corporate records management policies, procedures and guidelines, including records retention schedule. Supports project managers to maintain records using approved corporate tools. Utilizes available records training resources when needed. Participates in records management related initiatives, as necessary.

Qualifications

Level of Education and Discipline:

  • A Bachelor's degree (BA, BS) or equivalent education, training or experience in Business, Engineering, Project or Program Management or related field.
  • Master’s Degree (MBA, MS, or MA) preferred.

Amount of Experience:

  • Equivalent years of education and training, plus six (6) or more years related experience.

Certifications:

  • Project Management Certification, Agile Certifications, and Lean Six Sigma certifications highly desirable.

Type of Experience:

  • Proven experience defining, implementing and maintaining Project Management and Software Development processes and procedures for delivery of complex systems.
  • Experience managing delivery in various software development lifecycle methodologies (waterfall, agile, etc.).
  • Experience maintaining Microsoft Project Server and SharePoint is required.
  • Experience with SQL scripting and database knowledge is a plus.
  • Experience defining resource forecasting models and Project Server reports.
  • Experience with project tracking and reporting in the coordination of software releases.

  • Self-motivated, problem solving skills and the ability to influence others without direct authority.
  • Able to work across teams to effectively communicate information related to Project Server and the Program Office processes.
