Job Title: Human Resources and Office Manager

Location: Eureka, CA

Hours: Full Time, 40 hours per week

Wage: $20.00-$25.00/hour, depending on experience

Project Name: Northern California Small Business Development Lead Center

Supervisor: Associate Regional Director of Finance

GENERAL INFORMATION

Under the direction of the Associate Regional Director of Finance, this position is responsible for the oversight and coordination of Human Resource compliance and tasks related to the day to day communications and operations of the SBDC Lead Center Office. This includes independent performance of varied specialized administrative and analytical duties as an office administrator, supervising student assistants, and provide direction in the coordination of large multi-office projects.

This position is a full-time, benefitted position with retirement eligibility after one year. While continuation of this position is foreseen for years to come, this position is contingent on continued grant funding. This is not a state or federal position.

The Norcal SBDC is part of Humboldt State University’s Sponsored Programs Foundation. Headquarters are located on campus in Arcata, CA. The program serves the business community in northern counties of California with non- credit education and consulting. Funding for these programs comes from the federal Small Business Administration (SBA). Humboldt State University has hosted the SBDC program since January 2006.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

Management of Human Resource tasks for regional staff of 50-60 who are working remotely and spread out through Northern California

Proactively support new staff search committees and ensure compliance with organizational policies

Responsible for new staff orientation to ensure they have access to payroll, benefit information, computer access, etc. to ensure they have can complete their jobs effectively

Oversee department payroll and track that department payroll is submitted timely

Track staff evaluation schedules and support managers in completing evaluations timely.

Maintain region calendar of events for 500+ people

Coordinate and support webinars, events, meetings including attendance, agendas, meeting minutes

Assist with grant reporting, as needed

Assist Director and other staff as assigned

MINIMUM QUALIFICATIONS:

Computer skills including proficiency in Google Suite, Word, Excel, PowerPoint, webinar software (Zoom), and

cloud computing

Read, comprehend and interpret written materials of moderate to complex difficulty

Ability to work independently and collaboratively

Excellent writing and verbal communication skills

Demonstrated Project Management Skills

Proven ability to communicate with diverse groups of staff and administrators

AA or Bachelor’s Degree preferred from an accredited university or the equivalent in 3 years or more of

sufficient and progressively responsible human resource and office coordination.

PREFERRED QUALIFICATIONS:

BA/BS in Business Administration, a related discipline, or equivalent experience

Previous experience working with federal and/or state grants

Previous experience with PeopleSoft, or other institutional accounting system

KNOWLEDGE, ABILITY, & SKILLS:

Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations

where numerous and diverse demands are involved.

Demonstrated ability to creatively solve problems to meet needs of projects by interacting with members of the

department and campus community

Demonstrated ability to analyze and address problems using reasoning and the interpretation and application of

theories and principles to develop and recommend alternatives and best courses of action.

Detail-orientated with excellent organizational skills

Research and Problem solving skills

Ability to learn new, complex topics easily
