Job Description
Primary responsibility of the Contractor is to furnish the CO or his designated Contracting
Officer Representative (COR) with documentation that will allow a determination as to
whether the construction conforms to the contract requirements. The Contractor has no
authority to direct the Construction Contractor in anyway regarding methods or procedures
and shall not interfere with methods of performance unless Contractor has actual knowledge
that life or property is endangered. The CO or his designated COR will be responsible for,
and sign, all correspondence and specific directives to the Construction Contractor.
The Contractor has been retained by the Government to assist with the Construction Quality
Assurance of construction projects. Construction Quality Assurance is the process by which
the Government assures the end product's quality. Construction Quality Assurance of
Construction projects requires the monitoring and enforcement of the Construction
Contractor's Quality Control requirements as typically specified in the construction contract
Division 01, "General Requirements," as well as the approved "Quality Control Plan" for each
construction project. The responsibilities of individuals engaged in Construction Quality
Assurance are described in detail in paragraph 7 of ER 1180-1-6, "Construction Quality
Management." Hard copies of the QAR report shall be submitted to the Government 24 hours
after the visit day. The Contractor's role in observing, monitoring or inspecting the activities of
the Construction Contractor is not intended in any way to require the Contractor to assume any
responsibility for the construction methods, means, techniques or procedures, including any
health or safety requirements, or to be subjected to non- meritorious litigation relating to site
accidents or other circumstances associated with the construction Contractor's activities
