Basic Function

Directs the overall activities of a functional unit within the Information Technology Services (ITS) department to deliver quality projects as well as providing user support services within the agency.

Example Of Duties

  • Develops and maintains customer partnerships, internal and external, to ensure alignment to agency objectives and achievement of business goals
  • Coordinates IT project management oversight activities with all Metro departments and resources, including consultants, contractors, and vendors
  • Supervises and directs assigned staff and subordinate management in planning, design, construction, implementation, installation, training, and maintenance of enterprise-level software application systems
  • Determines, prioritizes, and implements, through assigned staff, proof of concept projects that impact the customer experience
  • Develops short- and long-range plans; establishes priorities and goals/objectives for assigned functional areas
  • Establishes and monitors the unit's annual project objectives, KPIs (Key Performance Indicators), schedules, and budget
  • Develops studies and reports to evaluate productivity of functional areas and eliminate impediments to peak performance
  • Coordinates continuous programming support for Metro′s mission critical systems
  • Researches and investigates emerging technologies and collaborates with other IT units, Metro departments, and private sector entities to promote new technology beneficial to the agency
  • Presents research and project findings with other public/private entities at transit and technology conferences, Metro Board, executive management committees, etc.
  • Develops and manages the unit′s operating and capital budgets, monitoring and controlling expenditures, initiating procurements, approving payment of invoices, and developing financial and administrative studies and reports
  • Directs and manages in the preparation of requests for proposals (RFPs); participates in proposal evaluation, vendor selection, and contract negotiation processes; monitors progress of consultant firms and recommends payment for their services
  • Enforces and monitors the department's programming standards, information security, business continuity, disaster recovery, and safety programs
  • Coordinates and executes Metro′s business continuity plan in the event of system failure
  • Reviews, approves, assigns, and manages requests for ITS services
  • Enforces and ensures compliance with all applicable standards to ensure interoperability between software application systems, databases, programming interfaces, and operating systems
  • Enforces and ensures adherence to all security measures required to protect the safety and integrity of all information contained within agency systems and from attacks by internal and external forces
  • Prepares monthly reports for Board of Directors and executive committees as required
  • Prepares and presents monthly status briefing for Metro′ s executive management and compiles monthly published report for financial staff, FTA (Federal Transit Administration), and Metro′s executive office as required
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
