Care’s mission is to provide access to quality health care for Los Angeles County's vulnerable and low-income communities and residents and to support the safety net required to achieve that purpose.Job SummaryThe Programmer Analyst II following project methodology, responsible for the research, analysis, design, coding, testing, debugging, documentation and maintenance of application systems development and issue resolution for database environments. Performs analysis, new designs, and system modifications. Required to make formal recommendations, presentations and submitting written documentation to project leads and management for review and approval. Oversees that all testing environments are operational for functional and user testing. Acts as a technical lead to other analysts by mentoring and sharing knowledge and experiences. Strong team player and operates effectively in a team environment as well as individually. This position takes a proactive role in learning business processes and user responsibilities. Performs other analysis, documentation, and programming tasks as required by the Managers/Director. Follows departmental practices, policies, and procedures for all responsibilities. Supports and carries out the L.A. Care values.This position also collaborates and works cross-functionally with other team members and/or members of the business community perform proper testing to assure the functionality delivered is working properly and meets the business requirements. Representing the department, the Programmer Analyst would provide input to the project manager assisting him or her in defining the project scope, objectives, and design. This position may be required to make formal recommendations, presentations and submit written documentation to Project Management for review and approval. This position may be required to perform on-call activities.DutiesResearch and collaboration: Accountable for timely research and resolution of production and non-production issues, and development and maintenance for all applications and database environments. Participates in developing system design. Works with other analysts to develop complex program logic and program specifications.Accuracy and efficiency: Codes to specification with minimal rework required (minimal = less than 10% of project estimate). Constantly looks for improvements and efficiencies. Freely shares knowledge with others. Accepts and provides feedback.Independence and team work: Primarily works independently with little supervision. Works cohesively with other team members with the goal of providing highest quality programs and applications to end-user.Documentation: Appropriately documents all system modifications according to Change Management policies and procedures. Assure the comprehensiveness and accuracy of that documentation so that it is sufficient to support recommended actions and continued maintenance. Coordinate the permanent storage of project documentation, source code, and other components for release version management.Development life cycle & quality control: Accountable for thorough unit testing and documentation for all development and issue resolution, including all major processes related to the project. Performs quality control of own and other's work to determine compliance with user requirements. Responsible for the whole life cycle of development and deliver a quality solution to end users.Knowledge and compliance: Responsible to include having an in-depth working knowledge of L.A. CARE HEALTH PLAN applications in order to provide solutions and options to end user requests for service and problem solving. Follow L.A. Care policies and procedures and standards when developing solutions.Maintenance and change control: Proactive review application and documentation of all service pack releases and required patches in all applicable databases. Preparation and documentation of procedures and operational methods. Preparation of test data and analysis of program performance. Design and implementation of approved conversion procedures. Builds applications/reports to design specifications. Follow standard change control protocol.Communication: Extensive written and verbal contact with Project leads, Business Analysts and departmental users. Frequent communication with the Project Management. Frequent communication with team members, and other staff assigned to project objectives for module.Performs other duties as assigned.Education RequiredBachelor's Degree in Information Systems or Related FieldIn lieu of degree, equivalent education and/or experience may be considered.Education PreferredMaster's Degree in Information Systems or Related FieldExperienceRequired:

At least 3-5 years work experience with application development and other Information Systems, program development in related business area.At least 3 years work experience performing and troubleshooting applications and systems.Preferred:

Minimum 5+ years of Healthcare delivery system and Health Plan experience.SkillsRequired:

Good Healthcare industry business knowledge;At least 3 years of understanding of Server environments, Database Usage, Migration Procedures, Table Space Monitoring, File Server Space Monitoring, Application Upgrades and Workflow procedures. Follows appropriate authorization levels for these procedures.At least 3 years of strong knowledge of industry standard tools: SQL, Java, .Net, Visual Basic, ASP, VBScript, SQL Server, SSIS, SSRS, XML, HTML, JavaScript, Oracle, PL/SQL, ASP.NET, MS Access, SAS, BRIO/Hyperion, Toad for OraclePreferred:

At least 5+ years of strong understanding of Server environments, Database Administration Activities, Database Usage, Migration Procedures, Application upgrades and workflow procedures.
