The Quality & Compliance Specialist supports contract administration of the CDC's state-funded Homeless Emergency Aid Program (HEAP) by monitoring, reporting on, and ensuring that each subcontractor's performance meets HEAP's core funding mandates, Homeless Management Information System (HMIS) requirements, Housing First practices, and system performance measures. By accurately tracking and reporting project measurables, the Specialist plays an important role in the CDC's ability to bring increased funding to the County for services and housing designed to end homelessness. Additionally, the Quality & Compliance Specialist:
Arranges trainings; facilitates ongoing communication between the CDC, Coordinated Entry Operator, and HMIS Coordinator; and provides technical support as needed
Monitors project implementation and subcontractor compliance
Develops and submits performance reports to the State
Analyzes and evaluates each project's performance in relation to the performance of the overall homeless system of care
Supports the CDC's accounting staff with financial reporting and the development of requests for funds
Is an integral member of the CDC's Ending Homelessness team

This position is in the Sonoma County Community Development Commission, which is a separate entity from the County of Sonoma, and not within the Sonoma County Civil Service System. The formal title of this position is Housing Negotiator/Inspector. This position requires a considerable amount of fieldwork.
