The Position

The Ideal Candidate: The ideal candidate will possess five (5) years journey level experience in an industrial environment regarding the maintenance and repair of high and low voltage electrical systems and equipment typically found in electrical generation and distribution, water distribution, wastewater treatment or similar environments. He or she will have experience reading industrial prints to facilitate maintenance and repairs on deenergized and energized equipment. This includes knowledge and training regarding electrical safety requirements and LOTOT plus the ability to articulate and document the procedures to perform such work. He or she will have experience installing EMT and rigid conduit, pulling wiring, and terminating connections on motors, transformers, panelboards, MCCs, switchgear, and other equipment that range from 110Vto 12KV. He or she will also have experience with maintaining and troubleshooting supervisory controls, electrical faults, electrical motors and motor controls, motor variable drives, and motor soft starters that range from 480V to 12KV

This is a journey level technical classification. Under direction, incumbents perform complex electrical work on the full range of electrical distribution systems, motors and specialized electrical equipment found in the City's water distribution and wastewater collection, treatment, and reclamation systems. This class is distinguished from Electrical Technician - Public Works in that an incumbent in the latter class regularly performs work on electrical systems associated with City facilities other than City water and wastewater systems; from Electrician in that incumbents in this class routinely work with high voltage (480-12,000 volts) distribution and control systems, substations and large motors; and from the Instrumentation Technician class in that the latter works more closely with the instruments that monitor and regulate the treatment process, and performs maintenance and repair on low voltage electronic equipment.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, ultra-violet disinfection, power generation from methane gas, bio-solids composting, dewatering and odor control and an environmental laboratory;

perform wiring required for the installation of electronic equipment;

install high voltage underground cables in conduits;

splice high and low voltage cables utilizing hand taping and pre-molded splice kits;

design, install, maintain, repair, test and construct electrical assemblies;

troubleshoot high voltage electrical systems, controls and related process equipment (assist with identifying problems encountered by staff in the various divisions of the subregional system);

provide technical support for subregional process applications;

specify, install, program, and repair various types of variable frequency motor drive systems;

fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment;

install and repair programmable logic controllers and install related hardware and software for control systems;

maintain and repair automatic control valves and associated control functions;

implement preventive maintenance and repair on motors from fractional to over 900 horsepower;

record and calculate current requirements for new electrical installations;

troubleshoot, perform inspections, preventive maintenance and repairs on 12,000 volt substations and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels;

specify, install, and inspect various types of conduit;

isolate breakers and switches for major repairs on substations;

coordinate repairs and scheduled outages with other agencies;

conduct surveys to gather field data;

write standards and operating procedures;

analyze the performance of existing equipment and evaluate options for future equipment installations;

specify or recommend quality assurance reviews for new or replacement equipment;

work on energized and de-energized circuits;

use proper safety equipment including hot sticks, rubber blankets, rubber gloves, hard hats safety glasses, hearing protection and safety shoes; and

use aerial lifts, scaffolding and ladders.

Additional Duties:

In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties. Any single position may not be assigned all the duties listed below, nor do the examples cover all the duties which may be assigned:

Prepare requisitions and associated documents for purchase of repair parts and supplies;

perform maintenance and repair on commercial and industrial building lighting and environmental control systems;

maintain accurate records of work performed, materials used, and associated costs;

provide indirect supervision to other technical and maintenance personnel; and

perform other duties as assigned.

Required Qualifications

Knowledge of: Design, installation, maintenance and repair of industrial electrical systems; tools and equipment used in the work; occupational hazards and safety procedures related to the work; high voltage distribution systems and controls up to 12,000 volts; supervisory controls, including solenoids, mercury switches, limit switches, and relays; electronic, digital, and analog circuits and power switching to the component level; National Electrical Code and other appropriate standards and specifications; and building lighting and environmental control systems.

Ability to: Troubleshoot and diagnose faults in complex electronic and electrical equipment using supervisory control and data acquisition and computerized maintenance management systems; manage and prioritize multiple tasks; specify, install and inspect electrical conduit in trade sizes from 1/2 inch to 4 inches in diameter; fabricate various panels and control systems; safely use and care for a variety of tools and equipment common to the work; compute power and load requirements for high voltage industrial systems; operate a variety of electronic and electrical test instruments; work independently with a minimum of technical guidance; make sound judgments regarding work methods, tools and safety; read, interpret and apply information from technical manuals read and prepare a variety of wiring diagrams; prepare and maintain accurate records, reports, and work estimates; conduct tests of equipment and components under operational conditions to review original factory specifications and make recommendations or repairs to achieve optimal performance; identify and evaluate strengths and weaknesses of equipment maintained; help formulate response strategies; communicate effectively both orally and in writing; understand and interpret oral and written instructions; provide technical and work direction to both lay and technical staff and other workers; work effectively as a member of a team; coordinate work activities with other work groups, departments and outside vendors; and work in hazardous environments and emergency situations.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient journey level electrical maintenance experience in a heavy industrial environment, with emphasis on work on high voltage (480-12,000 volts) systems, to demonstrate possession of the knowledge and abilities listed above. Experience in the maintenance and repair of electronic control systems is desirable; Education - Equivalent to completion of the twelfth grade. Technical college certification in electricity and/or electronics is desirable.

Additional Information

Work is performed in a high voltage, high current industrial environment. Incumbents in this classification wear a full category 4 PPE suit in order to perform maintenance and repairs on high voltage equipment as needed. Normal duties will require the incumbent to ascend and descend ladders to access work areas and use aerial lifts, scaffolding and ladders during the performance of duties. Tasks will be performed in confined and enclosed spaces, in cramped quarters and in a variety of atmospheric conditions and extremes of weather and temperature. The work often involves lifting heavy objects, such as transformers, motors and switchgear, weighing up to 60 lbs. The incumbent will be expected to walk on rough, uneven or rocky terrain, as well as wet and slippery surfaces. The work requires the ability to distinguish colors of electrical tape and electric wiring, and to hear audible alarms, such as chlorine and equipment failure alarms.
