The Operations Supervisor is responsible to plan, organize, direct and supervise a variety of activities related to repairing and maintaining City buildings, streets, parks, trees, and fleet; and to perform a variety of technical tasks relative to assigned are of responsibility.

This recruitment is being conducted to fill the current vacancy in the Operations Services Administration Division of the Parks, Recreation and Neighborhoods Department. This position works under the direction of the Park Operations Manager and will organize and direct crews and activities related to the maintenance of City parks, grounds, and landscape areas including Community Facilities Districts and Landscape Maintenance Districts. This position is responsible to train and evaluate the performance of assigned personnel including Crewleaders and Maintenance Workers.

Human Resources reserves the right to revise the testing process to best meet the needs of the City.

Recommend and assist in the implementation of goals and objectives; establish schedules and methods for maintaining and repairing City facilities, equipment, and grounds.

Plan, prioritize, assign, supervise and review the work of staff involved in the maintenance and repair of the City's fleet, parks and park facilities, buildings, streets, trees, infrastructure, and parking lots.

Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials and supplies; monitor and control expenditures.

Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Review the more complex maintenance needs to determine appropriate action.

Coordinate assigned activities across departments; inspect the work of staff and contractors; ensure internal and external customer service standards are met.

Review work orders to ensure accuracy of data and satisfactory completion of work.

Ensure compliance with pertinent local, State and Federal laws, regulations and rules.

Coordinate work with outside contractors; monitor work performed and associated costs.

Coordinate work unit safety program including ensuring that training is provided as appropriate.

Maintain time, material and equipment use records.

Requisition supplies and materials.

Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

Represent unit on committees, outside organization, and at staff subcommittees as necessary.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

MINIMUM QUALIFICATIONS:

Knowledge of:

Materials, methods, practices, equipment and elements of construction, maintenance and repair as they relate to the assigned operations.

Types and level of maintenance and repair activities generally performed in a streets, buildings, fleet, park or urban forestry program.

Principles of supervision, training and performance evaluation.

Principles and practices of safety management.

Principles and practices of budget monitoring.

Pertinent local, State and Federal laws, ordinance and rules.

Modern office procedures, methods and computer equipment.

Ability to:

Organize, implement and direct assigned operations and activities.

Interpret and explain pertinent City and department policies and procedures.

Assist in the development and monitoring of an assigned program budget.

Develop and recommend policies and procedures related to assigned operations.

Plan, estimate, direct, coordinate, schedule and review the work of others.

Operate and maintain equipment and tools used in the field.

Identify and implement effective courses of action to complete assigned work.

Diagnose maintenance problems and develop appropriate course of action.

Maintain accurate records and prepare reports.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Supervise, train and evaluate assigned staff.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of increasingly responsible experience performing construction and maintenance work in the assigned area of responsibility; including one year providing technical and functional supervision over assigned personnel

Training:

Equivalent to an Associate's degree from an accredited college with major course work in business administration, public administration or related field.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver's license.

When Assigned to Building Maintenance:

Candidates must pass a P.O.S.T. level background investigation for clearance to work in Police Department facilities prior to appointment.

When Assigned to Traffic Operations:

Possession of a work zone safety certificate from IMSA, TCSA, International Transportation Engineers (ITE), American Public Works Association (APWA), American Traffic Safety Services Association (ATSSA), or the Institution of Transportation Studies (ITS) at time of appointment.

Possession of, or the ability to obtain, a Level I and Level II signs and markings certification from the International Municipal Signal Association (IMSA) or the Traffic Control Supervisor Association (TCSA) within two years of appointment. Failure to obtain the required certification may result in termination.

When Assigned to Streets:

Possession of a work zone safety certificate from IMSA, TCSA, International Transportation Engineers (ITE), American Public Works Association (APWA), American Traffic Safety Services Association (ATSSA), or the Institution of Transportation Studies (ITS) at time of appointment.

When Assigned to Parks:

Possession of a Pesticide Applicator's Certificate within one year of appointment. Failure to obtain the required certification may result in release from probation.

Pest Control Advisor's License issued by the State of California is highly desirable.

Playground Safety Certificate issued by the national Recreation Parks Association is highly desirable.

When Assigned to Urban Forestry:

Possession of a Pesticide Applicator's Certificate within one year of appointment. Failure to obtain the require certification may result in release from probation.

International Society of Arboriculture (ISA) certification as an Arborist is highly desirable.
