THE OPPORTUNITY

The City of Monterey's Information Resources Department provides technical expertise in a broad range of state-of-the-art technologies including geographic information systems, financial systems, public safety systems, local and wide area networking, enterprise content management, meeting agenda management, workflow routing, security systems, databases, reporting, software, wireless networking, virtual systems, printing and communications.

The City's current network, comprised of several highly specialized network switching and routing devices, supports over 3800 technology devices, which includes: wireless access points, servers, computers, laptops, printers, desktop telephones, secure network accounts, email, virtual systems, copiers and security cameras.

Our staff, network, and systems meet the Department of Justice's stringent security requirements and in 2018 we received MISAC's Excellence in Information Technology Practices award. Our key projects for 2019-2020 are addressing cyber-security to protect our City's critical information and assisting with implementation of business process efficiency solutions citywide. Our budget allows us to implement new strategic solutions, maintain services for existing systems, and where possible, utilize innovative opportunities to replace legacy hardware and software systems.

DESCRIPTION:

The Network Engineer position resides in the Information Services Resources Department for the City of Monterey. The Network Engineer is responsible for the day-to-day operation of the City's enterprise and service provider networks, and for data network security. The working hours will generally be 8 hours per day, Monday through Friday; however, the selected candidate must be able to work a varied schedule including evenings, weekends, and some holidays. This may also include working special events. Candidates who successfully complete all phases of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and may be used to fill additional positions including lower-level positions determined to have similar duties and requirements.

Application Process

A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates will progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate will be required to successfully pass a Livescan fingerprint background check and a reference check. The Human Resources Department reserves the right to make changes to components of the examination process.

SUMMARY: Provides technical leadership in designing, analyzing, configuring, and managing the City of Monterey's physical and virtual networks; serves as a lead for a variety of information systems projects involving enterprise platforms in a medium-sized enterprise datacenter environment; and provides technical expertise in network engineering projects for the City, I-Net Customers, Partners and Citizens.

DISTINGUISHING CHARACTERISTICS: The Network Engineer is a single-class position at the management level and bears the full responsibility for the effective operation and administration of the local and wide area computer networks of the City. The Network Engineer receives general supervision from the Director of Information Resources and exercises no direct supervision of staff.

EXAMPLES OF DUTIES:

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. • Administer the City's wide area and local area network infrastructure, including forward planning, and making recommendations for budgeting purposes, engineering, and working with vendors and contractors to incorporate new technologies.

• Administer I-Net Monterey, a service provider network operated by the City for qualifying government, military and educational entities in the area, including budget-related recommendations, forward planning, and engineering.

• Designs, administers, and maintains the city's physical and virtual network operation systems, network directory servers, and network protocols and services such as Dynamic Host Configuration Protocol, Domain Name Services, Voice Over Internet Protocol, and others.

• Implement, maintain, troubleshoot, and monitor network infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture;

• Review system event/audit logs; detect problems and identify inefficient use of resources; conduct root cause analysis and recommend solutions; conduct capacity planning.

• Administer and maintain internal and external network security policies, including firewalls, intrusion detection and prevention. Assess business process technologies and architecture at system and component levels to determine possible risks and exposures to security models; document network and server infrastructure security assessments and reviews, identify and address vulnerabilities; research, recommend, and apply

security updates as needed.

• Design, configure, and implement network disaster recovery, backup solutions and procedures.

• Interview, analyze, and document infrastructure and system requirements as required for projects; conduct technical reviews; develop or refine specifications; design, recommend, implement, and evaluate upgrades, expansions, and solutions.

• Develop and recommend comprehensive standards, policies, and procedures pertaining to network operations and security. Ensure policy and procedural compliance, best practices, security, and cost-effectiveness of solutions implemented.

• Write and maintain user and technical operating instructions and documentation.

• Perform technical help desk support including handling customer inquiries and complaints and resolving requests by remote session, telephone or email.

• Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications; researching information to have current knowledge of rapidly changing technology;

• Research, recommend, and evaluate vendor solutions and technologies; implement improvements; work with staff to maintain, revise, or improve operations and systems.

• Provide technical expertise in a broad range of state-of-the-art technologies including local and wide area networking, wireless networking, IP telephony, and other data and imaging telecommunication connectivity.

• Serves as network systems supervisor for managing system security.

• Provide information, such as cost estimates, cost-benefit analysis, and equipment requirements to assist in budgeting and resource allocation.

• Consult on special requests for information and reports; participate in audits, integrated reviews and improvement studies, and quality control reviews; write reports; and make presentations.

• Advise, train, and assist other City IT professionals with respect to network and security matters, promoting technical and professional development of staff.

• Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City of Monterey Staff.

• Maintain confidentiality of work-related issues and City information.

• Use English effectively to communicate in person, over the telephone, and in writing.

• Perform other job-related duties within the scope of this job classification as assigned.

TYPICAL QUALIFICATIONS:

MINIMUM QUALIFICATIONS

Education: Completion of a Bachelor's degree from an accredited college or university with major coursework in Network Engineering, Management Information Systems, Computer Science, or a closely related field.

Experience: Five (5) years of progressively responsible experience in supporting and implementing network, server and/or other information technology infrastructure systems.

An equivalent combination of education and experience may be considered.

LICENSE AND CERTIFICATION:

Must possess a valid California Driver's License upon time of appointment and be

insurable with the City's standard insurance rate, unless otherwise approved by

appointing authority.

CCNA, CCNP, CCDE, or CCIE Cisco certifications desirable.
