Submit your materials before the IRD to ensure consideration by the hiring unit. Dept Marketing StatementStudent Health Services (SHS) is a full service medical facility offering clinical, educational, and psychological services to students on the UCSC campus.Position Summary   Involves managing or performing the administrative services and / or clinical operations of assigned student health services unit, in accordance with federal, local and internal standards, policies and regulations.Under general and clinical supervision of the Medical Director, the Lab Manager performs a wide variety of administrative, technical, supervisory, patient care and clinical services in the UCSC Student Health Services Laboratory. The Lab Manager is responsible for the daily on-site operation of the UCSC Student Health Services Laboratory, assuring that all physician requests for clinical laboratory services are completed quickly and accurately by laboratory staff.Duties include both technical and administrative components such as performing pre-analytical, analytical and post-analytical laboratory procedures; selecting and instituting testing systems, supplies, reagents and materials; establishing and ensuring quality control and assessment programs; reviewing the evaluation of proficiency testing and assuring corrective actions as necessary; creating, maintaining and reviewing procedure manuals. Knowledge and technical management of the laboratory information system is required. The Lab Manager is also available to consult with practitioners to ensure appropriate tests are ordered for the clinical expectations. Administrative duties include overseeing, enforcing and maintaining compliance with University and regulatory agencies for county, state and federal health and safety regulations; participating on internal committees and representing the needs of the laboratory; cooperatively working with other Student Health Services staff; assisting with long range planning and staffing as well as budgetary planning and providing regular budgetary information to the Medical Director as needed.The Lab Manager is expected to provide leadership within the laboratory and is responsible for all laboratory personnel activities including hiring and training new staff, performing annual staff performance evaluations, and handling staff professional conduct situations. The job requires the ability to build rapport and effectively convey ideas to management and administrative staff, clinicians, students and other individuals. The job requires strong leadership and supervisory skills. In a fast paced environment that includes direct patient care duties as well as administrative, supervisory and technical duties, attention to detail and the ability to multi-task is essential.  Critical thinking and the ability to recognize and respond to emergencies are required. Pay, Benefits, & Work ScheduleSalary Information:  $80,000 - $113,800 / Annually - Salary commensurate with skills, qualifications and experience.No. of Positions: 1Benefits Level Eligibility:  Full Schedule Information: Full-time 100% weekly40 hours weeklyMon-FriDay Shift Employee Classification: Career Appointment Job End Date:  NoneWork Location:   UC Santa Cruz Main CampusUnion Representation:  None Job Duties40% - Clinical Laboratory Scientist Perform all functions accurately in the clinical laboratory including hematology, urinalysis, microbiology, chemistry and molecular diagnostics.Responsible for determination of tests and reporting accurate test results done in-house in the following areas: urinalysis, hematology, chemistry, serology, and microbiology.Perform phlebotomy as required.Record and report necessary data for each test. Perform normal/abnormal controls as appropriate.Comply with laboratory procedures, industry standards and regulatory agency requirements.Assist patients in a caring, respectful and helpful manner. Maintain patient privacy and confidentiality.Implement Laboratory Quality Assurance activities including performing pre-analytical, analytical and post-analytical assessments.Recognize and respond to emergencies as required.30% - Administrative Management Evaluate workload, space, equipment, supplies and staffing needs and adjust as required. Serve as liaison between Clinical Laboratory and other Student Health Services (SHS) departments and staff.Communicate regularly and in a timely manner with appropriate SHS Management staff regarding test procedures, abnormal reporting and clinician requests as well as laboratory staff needs, problems and departmental objectives.Establish and maintain policy and procedure manuals for laboratory operations and clinical interactions, and recommend policy/procedure modifications and determine implementation.Assure application of all safety standards and general safety requirements within the laboratory.Prepare budget material for the Medical Director, as requested.Manage Laboratory within department budget; control operating costs.Compile statistical summaries and workload data.Participate in long range strategic planning.Participate on committees and work groups and represent the laboratory departmental needs and concerns to SHS management and other internal committees as necessary.Maintain and control Laboratory equipment inventory; coordinate Laboratory inventory and supply orders.Recommend research on new equipment and present evaluative results including analysis of potential cost effectiveness to the Medical Director for approval. Review technical literature and/or attend meetings in topic areas such as technical procedures, regulations, referral tests, testing equipment and kits, public health and safety, emerging diseases or pathogens, OSHA and/or CLIA compliance, chemical safety, hazardous waste management and other laws and regulations that impact the laboratory.Review administrative literature and/or attend meetings in topic areas such as computer applications, laboratory information systems, personnel licensure/certification laws and regulations.Assist patients with complaints, problems and questions related to the laboratory function.Maintain department records; oversee retirement and disposition of records.15% - Technical Management/Supervision Provide daily on-site supervision of all technical components of the laboratory.Oversee and maintain compliance with University, federal, state, county and other regulatory agency procedures and regulations (CLIA/COLA, OSHA, etc.).Monitor reports to ensure that reports of accurate test results include pertinent information required for specific patient interpretation.Select and institute testing systems for each test. Coordinate test result checking and verification according to laboratory policy.Communicate regularly with the Medical Director regarding test procedures, abnormal reporting and clinician requests.Consult with clinicians to encourage appropriate tests are ordered for the clinical expectations.Consult with clinical laboratory staff regarding technical and instrument problems.Suggest and implement constructive improvements.Make well-considered decisions and take appropriate actions.Monitor test analysis and specimen collection to comply with laboratory quality control policies and procedures and establish, evaluate and maintain acceptable levels of analytical performance.Create and maintain quality control and assessment programs for both federal and state laboratory requirements working with, and reporting to the Medical Director and the Quality Management Committee.Ensure documentation of remedial actions taken to correct deviations from established performance specifications of tests.Coordinate proficiency testing within the department and ensure that corrective actions are taken when necessary.Provide technical information/assistance or direction within the limits of capabilities, licensing and authority to clinicians and other staff.Coordinate Laboratory Information System (LIS) and Electronic Medical Record (EMR) activity with Administration and Information Technology Systems within the scope of the laboratory.Select, maintain, coordinate, train, document, review and update technical and preventive maintenance manuals, including for the LIS and its interfaces with the EMR and reference laboratory systems.Provide technical oversight and consultation for Point of Care (POC) testing program.Ensure a safe environment to keep staff safe from physical, chemical and biological hazards.Select products and ensure supplies, reagents and materials have not expired and are stocked at sufficient levels for continuous laboratory operations.Keep the laboratory clean, orderly and organized.15% - Personnel Management/Supervision Supervise Clinical Lab Scientist Specialists and Phlebotomists.Provide daily, on-site personnel supervision of staff including scheduling, time off requests, management of timesheets and overtime.Conduct recruitments and community outreach to fill Lab positions when vacant; chair search committees and select new staff in accordance with UCSC Fair Hiring Guidelines. Responsible for performance management of laboratory staff in accordance with UCSC guidelines including coaching, counseling, discipline and dismissals; prepare probationary and annual performance evaluations for career and per diem staff adhering to internal and campus deadlines.Responsible for training staff for testing and laboratory operational functions; provide orientation and training for new and continuing employees to ensure that all staff members are informed of new procedures, techniques and equipment.Monitor and encourage participation of staff technologists in continuing education activities.Develop and maintain an open communication environment; Work cooperatively with all staff to ensure open and direct communication.Resolve conflicts and respond to employee grievances in accordance with UCSC guidelines.Required QualificationsTechnical: Possession of a valid California Clinical Laboratory Scientist License in good standing   Substantial experience as a licensed Clinical Laboratory Scientist  Demonstrated experience in microbiology, chemistry, hematology and urinalysis Knowledge of all laboratory equipment to operate, troubleshoot, teach new staff and ensure it is appropriately maintained  Knowledge and technical management of the Laboratory Information System; experience with an electronic medical record system  Knowledge of all laboratory procedures and specimen testing to provide accurate and timely results, and ability to assure same by all technologists  Mathematical and writing skills to perform routine laboratory calculations and document procedures, policies, etc.  Skills to accurately maintain clinical and laboratory departmental records  Knowledge of safety standards to assure a safe work environment for both staff and patients  Phlebotomy skills to draw blood samples with minimum patient discomfort  Ability to communicate effectively with patients in varying degrees of stress and healthManagerial, Administrative, and Supervisory: Demonstrated supervisory experience in a clinical laboratory  Management skills sufficient to assess workload to ensure staff are scheduled as needed and to ensure that departmental turnaround requirements and priorities are met in a timely manner  Analytical and budgetary skills sufficient to monitor financial activity of department Analytical and writing skills sufficient to assess on-going and proposed laboratory departmental needs and to prepare written justifications for additional staffing, space needs and new equipment  Ability to complete projects and assigned tasks within specified time frames  Keen attention to detail Ability to use resources (time, money, staff, equipment) to effectively and efficiently achieve goals  Ability to build rapport and effectively convey ideas to clinicians, staff, students and other individuals in person and via email, voice mail, meetings or other forms of communication  Strong interpersonal communication skills to actively listen and present clear and precise comments  Ability to respond to changing circumstances with integrity, vision and effective communication  Ability to communicate clear vision and attainable goals and gain results in a timely manner  Willingness to take responsibility when problems are presented and to suggest and implement constructive improvements  Ability to make well-considered decisions and take appropriate actions  Ability to learn and apply clinic policies and procedures as they relate to patient care, department and personnel operations  Ability to learn and apply personnel policies and applicable labor agreements in order to provide effective supervision  Skill and ability in appraisal techniques and employee relation principles to effectively and fairly review and evaluate job skills and performance  Ability to lead and align staff to set and fulfill goals and to perform optimally  Ability to effectively delegate work and assign and monitor projects  Ability to maintain confidentiality and exercise discretion when dealing with sensitive matters APPLICANTS ARE REQUIRED TO USE THE UCSC ON-LINE PROCESS
