SCOPE OF SERVICES
Project Summary Description
The Monterey County Superior Court is currently developing online services through its website, portal and mobile app and is seeking to contract for an individual to provide assistance in the design, test, and development of these applications. Based on needs of the grant-funded project - California Court Access App (CCAA) and Ability to Pay (ATP) projects, the scope of work may require front-end, back-end or mobile development, and integration with or Court's case management system, existing interfaces, and other legacy applications. In addition, the contracted individual may assist with activities, such as knowledge transference, documentation, code review, programming, etc. to onboard other courts in California on the mobile application developed by the Monterey County Superior Court.
Services Required
⢠Collaborate with an experienced applications team to define architecture, design and development of court software to extend online services through the public website, portal and mobile app
⢠Manage projects and drive them to meet a defined development schedule.
⢠Develop features full stack from the DB up to the public API
⢠Contribute to the overall code quality by writing unit tests and participating in code reviews
⢠Ensure the platform remains scalable and the codebase remains maintainable
⢠Communicate with team members to clarify requirements and overcome obstacles to meet the team goals
⢠Implement a transfer of knowledge within Court and to other Courts
⢠Create documentation and user training manuals.
⢠Onsite services will need to be provided during the Courts regular business hours, between 7:30 a.m. to 5:30 p.m. Monday through Friday, due to security reasons.
Technical Qualifications
⢠Experience with Azure and Cloud deployment.
⢠3+ Years of experience in web architecture, design and development.
⢠Strong experience developing RESTful APIs using C#, ASP.NET Core, MVC, Web API, and JSON
⢠Understanding of DDD, BDD, TDD and SOLID principles
⢠Worked on solution that utilize Microservices and SOA
⢠Experience with Inversion of Control and Dependency Injection
⢠Caching with Redis or Memcache.
⢠2+ years of AngularJS and Angular
⢠Strong object-oriented programming skills and familiarity with software design patterns.
⢠Experience with ORMs such as Entity Framework (version 5+) or Dapper
⢠Proficient understanding of Git code versioning tools
⢠CI/CD Experience CD/CI builds and releases Team City
⢠Experience working in an Agile SCRUM environment is required
⢠Excellent verbal and written communication skills
Period of Agreement
This is a grant-funded contract position for a period of 1-year. Additional time is subject to the availability of grant funds.
