Your Role

Reporting directly to the Sr. Director of Data Services & Solutions (Part of the Data & Analytics team under the IT organization), the Senior Manager, Enterprise Data Governance & Tools is a critical part of Blue Shield's data-driven transformation journey and journey of transforming the world of Healthcare. The Data & Analytics team focuses enterprise-wide to partner with business stakeholders to apply the power of data & analytics to deliver new insights and data-driven solutions to accelerate business outcomes. Data is the foundation of our business; this role is currently positioned as the leader of the Enterprise Data Governance and Data & Analytic Tools Administration team, whose objectives are to institute policies, procedures, and tools to ensure that this critical company asset - its data - can be trusted and used both throughout the organization and with our partners and regulators. This Senior Manager role and the associated team will work both within IT and across the Enterprise including multiple Business partners, Analytics, Privacy, Security, and Data Engineering to build and maintain a solid data and information foundation.

Your Work

Data Tools Administration:

  • Accountable for management of licenses including budgeting, tracking, renewals, expansions, and discontinuation of data and analytics technologies
  • Accountable for leading design, implementation, and operational readiness for new data and analytics technologies
  • Ensure Blue Shield has the right portfolio of data and analytic tools to achieve goals
  • Lead or contribute to evaluations of new data and analytic tools in partnership with business entities and related stakeholders
  • Accountable for driving availability, performance, usability, technology roadmap, and maintenance tasks of the technology platforms
  • Accountable for security management and audit readiness of the technology platforms
  • Manage availability and service SLAs for the administration support for the data and analytics technologies


Information Exchange:
  • Responsible for processing new outbound and inbound data exchanges per agreed-upon SLAs and according to company policy
  • Engage and educate business partners on the process and understanding of the importance of information exchange policies
  • Partner with data owners, Security, and Privacy teams to ensure the safety of data is ensured during exchanges


Data Domain Governance:
  • Establish and manage a cohesive enterprise data governance strategy comprising of, but not limited to, data definitions with accompanying accessible catalogs/dictionaries and clear, documented data lineage across our data pipeline
  • Ensure ownership and accountability of data assets are clearly defined
  • Responsible for data classification and data access procedures & entitlements, including the managing of sensitive personal health information data


Data Quality:
  • Define the process of data quality workflow including creation, monitoring, alerting, and issue resolution
  • Ensure data quality rules exist for all critical data assets and inbound/outbound data sets
  • Ensures collaboration between Asset Owners and Domain Stewards regarding requirements, development, testing, and implementation of data quality and reconciliation rules
  • Monitor data quality and reconciliation health of the data assets through reporting and dashboards
  • Provide oversight for the master data management of the data domains


General:
  • Understand and draw upon industry best practices for data governance and emerging data and analytic tools/technologies
  • Stay abreast of any external regulations regarding data handling
  • Ensure clarity of team goals and create continuous team development opportunities for career growth and execution excellence


Your Knowledge and Experience and Skills
  • Bachelor's degree or higher preferred
  • At least 10 years experience with or leading data & analytic tools administration, data governance initiatives in multi-functional environments; understands data collection, storage, usage and how to create processes and use technology to scale governance initiatives, increase effectiveness, and reduce risks
  • 8-10 years of experience leading teams in a technical space
  • Knowledge of data management tools such as IBM I Informatica, Collibra, Alation, etc preferred
  • In depth knowledge of data and analytic tools such as Tableau, SAS, Informatica, etc.
  • Familiar with working in both on-premise and cloud-based environments
  • Able to work with analytical, technical data management teams and business partners to achieve objectives
  • Clear communicator: ability to succinctly assemble and communicate/present status updates or recommendations or other key messages to audiences ranging from middle management to senior executives
  • Experience with communication and collaboration tools like Jira, ServiceNow, Teams, etc.
  • Extremely organized and able to simultaneously manage multiple priorities across multiple tracks of work
