Job Summary:The Region President position is a critical senior-level leadership role serving as the markets senior health plan and hospital leader as well as a member of the national leadership team for the overall KP Program. The Region President is directly accountable for ensuring that Kaiser Permanente develops the capability to deliver superior quality care and service while appropriately deploying its resources and positioning itself in its respective markets and the industry to achieve long-term success and viability. The Southern California & Hawaii Region President reports to Janet Liang, EVP, Group President, and COO for Care Delivery, and is the primary health plan partner to the local medical groups holding appropriate authority to commit and speak for the health plan as outlined in the corporate governance of Kaiser Foundation Health Plan.The Region President is directly accountable for understanding and anticipating industry trends and for delivering health care and health plan services to members and customers in the market and accomplishes this in tight partnership and collaboration with the Executive Medical Director and EVP of the Health Plan. This collaborative relationship is essential to ensure the appropriate products, services, pricing, and care delivery value proposition exists to grow the market while continually assessing opportunities and developing/implementing business plans to grow and increase market share based on the market’s needs. This includes direct influence over issues related to health plan performance concerning a wide variety of health care delivery and operational issues that affect performance, growth, customers, and member satisfaction. The Region President is accountable for assuring continual assessment of market opportunities/challenges and developing and implementing business and operational plans which address growth/market share, service and quality of care, work environment, employer of choice climate, revenue, cost and margin targets, capital requirements and community involvement. The Region President must balance and represent the multiple perspectives and priorities of the national program in his/her leadership approach, considering the context of the local market population and political climate. The success of the Region President is evaluated against his/her ability and competence to produce the desired results within the market on behalf of the enterprise to create consistency and efficiency across the KP Program. The Region President is accountable for sponsoring and championing enterprise and local initiatives in their market, including cultivating the support necessary to achieve the desired objectives of the initiative. As an active member of the Regional Presidents Group (RPG), the Region President participates in developing a program-wide strategy on operational issues related to capital and business plans, budgets, performance improvement measures, governance boards and investing in shared services capabilities to support the program. The Region Presidents are co-owners of specific key initiatives sponsored by the National Executive Team (NET) and Kaiser Permanente Program Group (KPPG) and participates in the evaluation of these initiatives. The Region President may also actively serve as a liaison to a major national function.Essential Responsibilities:

Drive operational excellence by executing business and operational plans focused on growth in market share, access, capacity, clinical quality outcomes, patient care/member service standards, financial performance, and community involvement along the whole continuum of care.

Own the market’s P&L managing a budget to support performance and growth.

Create a vision, strategy, and capacity for growth (existing and new markets) and manage future growth amid rapidly evolving market dynamics.

Own and lead the markets brand, health plan, and healthcare delivery program to ensure growth and sustainability.

Drive capital planning processes to include facilities and IT.

Collaborate with the EVP of Health Plan and the Executive Medical Director to deliver health plan products that meet the market’s needs.

Drive innovation, transformation, and performance improvement initiatives that achieve growth, affordability, service, and quality objectives.

Stay abreast of the competitive market, industry, and government and regulatory environment to anticipate and assess the local market and national program implications.

Develop a strong community and brand presence in the local market.

Own the vision and direction of the market; lead change by engaging and influencing others and leading effectively in a shared service model with the health plan and medical group.

Demonstrate enterprise leadership – participate in the Regional President Group (RPG) and the National Executive Team (NET); sponsor and develop program-wide strategies and align market /national strategies and initiatives.

Manage organizational and Board governance.

Establish and leverage effective relationships in the community with business, government, and community leaders.

Build relationships with leaders of healthcare systems in the local market to deliver care.

Develop a high-performing leadership team, building leadership capacity and bench strength.

Create and cultivate a diverse and inclusive work environment.

Drive and build a sustaining, engaged, committed workforce and high-performing culture supporting KP’s mission and national/market/local objectives.

Basic Qualifications:Experience

A minimum of fifteen (15) years of broad experience, including strong leadership and management experience and a deep understanding of healthcare industry dynamics and the managed care environment.

Education

Bachelor’s degree required.

License, Certification, RegistrationAdditional Requirements:

Successful performance as a Region President requires strong leadership and management skills and broad healthcare experience.

The Region President should be experienced in running an operation with P&L accountability and deeply understand healthcare delivery operations, health plans, health care financing, and industry issues. Hospital system leadership experience required.

In addition, the Region President must have demonstrated leadership capacity to assume direct accountability for operations producing multi-billion dollars in revenue and the ability to lead, motivate, coach, and mentor people to achieve agreed-upon results.

The Region President must have strong financial acumen, strategic thinking capacity, effective communication skills, and a proven track record of building and maintaining effective partnerships with all internal and external constituents. He/she must be a leader who understands, appreciates, and advances local market values and culture.
