Under general direction, to assist in the administration, management, supervision and coordination of the different service and support divisions of the Information Technology (IT) Department; which include Infrastructure, Geographic Information Systems (GIS), Desktop Support, and Software Development, and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

Incumbents in this position report to the Chief Information Officer and is expected to work independently and to carry out complex and varied assignments without detailed instruction. The IT Services Manager manages and coordinates the development, deployment, use, and maintenance of IT technology, data and services throughout our departments and agencies, encourages and supports organization-wide utilization of IT and manages the delivery of IT services in the organization and large scale, enterprise class systems. This position oversees the planning and implementation of IT technology (hardware, computers, software, data, and applications); ensures that the technical work and responsibilities are carried out effectively; performs administrative responsibilities including budgetary and team management tasks. Collaborates with other area managers within the IT Department to recommend and implement operational policies and procedures. Coordinates workload and timelines, and supervises the work performed within the assigned divisions. Each IT Services Manager will focus on a division with one or more assigned functional areas of responsibility and focus on strategic initiatives as well as the day to day activities. The functional areas for assignment include; call center, commercial application support, computer operations, desktop hardware support, desktop software support, file and print services, fiscal services, network, systems administration, systems and programming, GIS, telecommunications, and cabling/wiring.

EXAMPLES OF ESSENTIAL DUTIES
Participates with the Chief Information Officer in the development of strategic planning and creation of policies and programs for the overall function of the IT Department.

Develops our IT standards and operating procedures for distributed (departmental) deployment of technology and usage. These include data standards, programming standards, workflow processes, and data update maintenance procedures. Provides technical advice and recommends policies, procedures, enhancements and services regarding data and applications.

Meets with vendors and technical consultants to identify problems and potential solutions. Negotiates service contracts with vendors and consultants.

This position requires the ability to learn and supervise tasks related to specific IT divisions/functional areas within the IT Department. An incumbent is responsible to supervise one or more of the following specialized functional areas where staff perform the following duties:
In the Call Center, provide front line customer service; call management; web frequently asked questions (FAQs); user training; service request creation, and tracking; manage groups/ users and organization units within Active Directory; and Smart phone setup and support.
In Desktop Software Support and Effort Management, work closely with department liaisons; determine and meet user requirements; perform feasibility studies; maintain packaged software as well as commercial vendor software; prepare documentation; provide user training; lead small, medium and large efforts/projects including timeliness and tracking.
In Desktop Hardware Support, maintain and support computer hardware, operating systems, software, hardware configurations, and peripherals (printers, scanners, etc.); handle the evaluation, testing, troubleshooting, and surplus of equipment; use remote tools to manage and control updates to deployed workstations across the local and wide area networks.
In Computer Operations, monitor, maintain, and support computer room systems; downtime scheduling; configure and maintain backup/recovery strategies; analyze equipment downtime; solve error conditions; and maintain run schedules.
In Systems Administration including File and Print Services; Email, Anti-Spam; Domain Name Services (DNS); Active Directory (AD); Storage Area Network (SAN) and Network Attached Storage (NAS) devices; Virtual Server and Desktop environments; research, evaluate and make recommendations concerning operating systems environment and software; provides support and maintenance; and maintains technical library.
In Fiscal Services, conduct compatibility and functionality research, establish and maintain process and procedure for acquisition of hardware and software, collect data and prepare annual IT rates and budget, oversee all IT Departmental accounts payable and accounts receivable processes; process claims, process payroll, structure IT billing including but not limited to track expenses and inventory, and execution of necessary personnel paperwork.

In Network, research, evaluate, plan, coordinate, install, test, monitor and maintain/support our network components Local Area Network/Wide Area Network (LAN/WAN, including fiber, transmission circuit (T-1), Ethernet, etc.); provide administration for equipment such as firewalls, Intrusion Prevention System (IPS) devices, load balancers, Inter/Intranet devices, switches, hubs, and routers; Virtual Private Network (VPN) access devices, wireless access; evaluate, install and support software to troubleshoot, monitor and secure the network.

In Telecommunications, research, design, installation, repair and oversee operations of all telecommunications systems, including Voicemail, Voice over Internet Protocol (VOIP) and Unified messaging.

In Cabling and Wiring, quote and install appropriate cabling as dictated by current IT standards from wall outlet to telephone/data closets; terminate wires on jacks or blocks; test to ensure specifications are met; work in/on existing structures, remodels, and new construction; follow all our policies and procedures related to safety including working with asbestos containing materials.

In Systems and Programming, perform a variety of functions related to custom software development and support; perform analysis, design, coding, testing and debugging for business systems of high complexity; design and maintain efficient data base and file structures; support the Internet and Intranet Web Sites; which includes monitoring, troubleshooting, and fine tuning; user group facilitation; and developing infrastructure applications.

In GIS, perform a variety of functions related to the coordination of efforts involved with a decentralized GIS system; coordinate/chair the GIS Advisory Committee; coordinate, draft, and execute MOUs between departments or between agencies for the sharing and use of GIS data; coordinate, track, and respond to multi-department GIS public records requests; develop and conduct organization-wide GIS training; lead grant writing efforts related to GIS funding; coordinate maintenance of organization-wide base map; quality control of GIS data and metadata and geographically referenced databases; design and maintain efficient data base and file structures; coordinate and facilitate use of interns; manage priorities, activities and timelines for GIS daily operations and projects; manage the evaluation, testing, monitoring, and support of GIS related software, hardware, applications, web sites and peripherals (plotters, scanners, digitizers, etc.).

Manage projects comprised of internal staff, departmental staff, and external contractors to provide quality products and services to customer specifications. Represent the organization with vendors, and public and private agencies to implement and share data; meet with department heads, managers, vendors and others to solicit cooperation and resolve problems; represent the organization on local, regional and State committees.

Incumbents will be responsible to lead in a manner that motivates staff to provide excellent customer service; assigns, reviews and evaluates work; coordinates efforts between assigned functional areas and other divisional areas; participates in the recruitment and selection of professional and qualified staff; ensure staff are properly trained to perform their duties competently; monitors work to make sure staff is efficient and delivering services in a timely manner; interact with representatives from other departments, agencies and vendors; participates in budget preparation; manages divisional budget, time tracking and billing information; direct staff in the preparation of project plans, documentation, and other related written documents; instruct staff in the adherence to standards and policies; participate in the development of strategic planning, creation of policies and programs for the overall function of the IT Department; and incumbents should have extensive knowledge of and may be required to perform some or all of the duties required of staff in the job classifications assigned to manage.
