Job Title: ARC GIS Lead Consultant Location: Sacramento, CA ( will start remotely however resources has to be onsite after pandemic) Duration: 12 months plus Mandatory Qualifications
Lead in development and implementation of GIS applications to streamline processes using GIS methodologies and techniques
Providing subject matter expertise, applies best practices, and develops guidelines for GIS use by internal, external, and local stakeholders to be utilized for daily business and emergency operations during public health and medical emergencies
Highly skilled in identifying and geocode all public health & medical facilities in California, existing and potential hazards, vulnerabilities, statuses, and other entities or attributes that aid in emergency management operations
Experience in developing automated workflows, data transformations, connections, databases/repositories, scripts and code to support data collection, error handling, actions and reporting
Good experience in implementation of data connections and integration with other products such as SnowFlake, FME, Tableau, and PowerBI.
Must be familiar with depositing custom source code in approved repository, DevOps as needed
Must be experienced in developing a variety of maps to aid in decision making including common, specific, community and public that will serve to demonstrate a number of elements related to COVID and licensed facility, resident and facility status
Should have performed migration from one ArcGIS Online tenant to other
Should have performed migration of FME SNF Survey FME processes to JavaScript method
Must be experience in developing scripts or ETL methods to move ArcGIS Online data to Snowflake or other similar systems
Should have performed integration/migration of ArcGIS online user and service logins to Azure Enterprise approved method for permitting facility and internal users to access resources
Must have experience in enhancement of systems features in meeting COVID data collection & reporting needs by creating Operational Forms/Survey, Workflow & Report Development
Must have experience in conducting training and/or overview sessions as needed on various technical and operational aspects of the systems development or system modifications
Should have performed overall project management including Resource assignments, monitor and track estimate vs. actual costs, Issue tracking and complete work orders and invoices etc.
Hands on experience in establishing methods and techniques to edit and manage data integrity and establish methods for creating new GIS layers from tabular data
Good experience in development of standardized policies and procedures that include best practices for data sharing, aligning all stakeholders
Proficient in creating spatial features, symbolizing features, adding attribute information to features, changing the style of features, filter tables
Experience in managing a Group, (add profiles to Group, add items to Group, knowledge of Sharing)
Hands on experience in analyzing and applying the Parent-Child relationships of Feature Services (hosted), Features Services (hosted views), creating Layers
Using spatial data through the use of mapping software ArcGIS Pro. Related systems and products, including ESRI, SQL, R or Python and other applications support
