OVERVIEW
The Judicial Council of California is accepting applications for the position of Senior Talend ETL Developer (Senior Application Development Analyst) in the Administrative Systems Development unit of the Information Technology office.
The Senior Talend ETL Developer will work with judicial branch architects, judicial branch data architects, judicial branch technical teams and external service providers to establish a shared service ETL platform that will be used by multiple teams throughout the agency. The SADA will provide leadership and vision in developing a shared service ETL platform that supports the multiple strategic data initiatives, improves data quality and standardization, and promotes reusability. The incumbent will also work closely with the business application team, end users, external service providers, and other teams to gather and understand extract, transform, and load requirements. From the defined requirements, the SADA will create technical designs, develop, and test the ETL processes.
Additionally, the SADA will work with judicial branch architects, judicial branch technical teams and external service providers to maintain and support the ETL platform. The SADA will identify and apply the patches and/or upgrades necessary to maintain technical viability and alignment with branch strategy and vision.

The successful candidate will be expected to work in the San Francisco or Sacramento office. A hybrid (in-office/remote) schedule is in effect for 2022.

RESPONSIBILITIES
ETL Process Requirements Analysis and Design
• Take the lead to establish overall ETL practices and design standards and adhere to new and existing standards when designing solutions.
• Work closely with the business application teams, end users, external service providers, enterprise architects, data architects and other teams to gather and understand ETL requirements.
• Participate in data modeling and data mapping activities.
• Identify and document any data governance issues that would need to be addressed.
• Translate requirements into technical ETL requirements and process design specifications.
• Review proposed ETL technical and design specifications and processes from other teams and provide feedback.
• Consult with other teams regarding the architecture and usage of the ETL platform.
ETL Process Development
• Develop or update database components (e.g., view/functions/procedures) needed to support ETL requirements.
• Develop or update ETL processes for data exchanges that are needed to support requirements.
• Perform unit testing ensuring that solutions meet business, performance, and technical requirements.
• Perform performance testing ensuring solutions meet target performance goals; provide optimization and tuning as required.
• Deploy ETL Processes per established change control processes and procedures.
• Perform code-reviews to not only quality check the work of other developers, but to also have his/her work reviewed and checked for best practices. These reviews also provide cross-training so that coverage is maintained.
Participate in Quality Assurance activities
• Create and maintain test plans, test cases, test scripts.
• Participate in all aspects of systems testing, including system, regression, performance, and load testing.
• Record test results: log and prioritize all issues identified during testing. Track issues through resolution.
Patch and Upgrade ETL platform
• Identify the need for ETL platform patching and upgrades based on product life cycle timelines, security vulnerabilities, alignment to strategic and tactical plans, and function/feature requirements.
• Identify the impact of ETL platform patching and upgrades to the current environment.
• Develop a detail upgrade/deployment plan, identifying the tasks, risks, resources, and dependencies.
• Work in collaboration with the data architects, enterprise architects, technical teams, application teams, business teams, external service providers and other stakeholders, to complete the patching/upgrade tasks.
• Perform regression testing to ensure there are not any negative impacts to the operations of the ETL platform due to the upgrades. Coordinate User Acceptance Testing if needed.
• Research and review new and emerging technology options. Stay current on ETL technology platforms.
Production System Support of ETL Platform
• Analyze and troubleshoot complex production problems.
• Apply fixes for issues by following design, development, test, and deployment cycle.
• Provide daily monitoring of system processes, resources, and performance to ensure the ETL platform are operating effectively and that all required processes completed successfully.
• Provide user access and privilege administration for the ETL platform.
Provide Complete, Current and Accurate Documentation
• Create and update ETL best practices documentation.
Provide Clear and Accurate Communications regarding Assigned Work
• Participate in Daily Stand-Up meetings to discuss progress and/or any roadblocks in the way of completing assignments.

Other Duties and Responsibilities:
• Technical training for new and emerging technology.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE
Bachelor’s degree preferably in computer science, information systems, or directly related field, and
five (5) years of design and development experience including solid knowledge and proficiency in
the software used in the assignment.
Possession of a bachelor’s degree in computer science, information systems, or directly related field
may be substituted for one of the years of required experience. An additional four years of
professional experience as noted above may substitute for the bachelor’s degree. Or, additional
directly related experience and/or education may be substituted on a year-for-year basis.
OR
One year as an Application Development Analyst (utilizing the software used in the assignment)
with the Judicial Council of California or one year of experience performing the duties of a class
comparable in the level of responsibility to that of an Application Development Analyst in a
California Superior Court or California state-level government entity.
