In October 2017, the County had one of the most destructive fires in the history of California. This prompted the Board of Supervisors and County leadership to assess how the County could be better prepared for disasters and emergencies. The Board has fully committed to improving the preparedness and resiliency of the community and County government by recently establishing the Department of Emergency Management. The Department's purpose is to increase the County's capabilities to mitigate against, prepare for, respond to, and recover from county-wide emergencies and disasters. In support of this mission, the Department of Emergency Management is responsible for developing and supporting emergency operation plans for the County, cities, and districts; developing and conducting training and educational outreach programs related to emergency preparedness to the community; and serving as the primary coordination point between County emergency management and Federal, State, and neighboring agencies. A Community Preparedness Program has been established to support individuals, households, neighborhoods, and communities in developing their disaster resilience.

The Community Preparedness Program Manager will play an integral role in spearheading and coordinating these efforts through the development of the County's emergency preparedness instruction and information programs, the development and distribution of public information related to emergency preparedness, and the delivery of public emergency preparedness trainings. Additionally, this role will serve as the County's Community Preparedness Program liaison with other County departments, organizations, stakeholders, community groups, and work groups, including Volunteer Organizations Active in Disaster (VOAD), and be responsible developing and implementing Community Emergency Response Team (CERT) training.

This vital position will also have responsibility for engaging the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County before all levels of governing bodies to create a comprehensive emergency preparedness program that benefits the County of Sonoma.

The ideal candidate will possess:

A four-year degree in emergency management, public safety, communications, public relations, education, business or public administration, or a closely related field

Significant experience implementing and maintaining community preparedness, education, or engagement programs

In-depth knowledge of effective emergency preparedness and/or community education strategies and curriculum content

Experience collaborating with non-profit, community, private sector or local government organizations to implement emergency preparedness or community education programs

Political acumen and an ability to effectively manage communications with senior community and elected appointed government officials

Exceptional interpersonal, written, and verbal communication skills

Bilingual English/Spanish skills are desirable
