Leads a team of 10+ associates to provide information and insights to enhance our competitive position in the Medicaid & Federal Government Services business segments. The team’s efforts directly support growth strategy and RFP capture strategy.Primary duties include:Conducts and communicates regular market and competitor analyses to inform decision-making and drive competitive advantage in opportunitiesConducts in-depth strategic/market research. Provides analytical and strategic development support including the analysis and synthesis of business technical and government documents with a high attention to detailConducts “deep dive” analysis of scoring information and competitor RFP responses to support future improvements and mining of competitor capabilitiesIdentifies, evaluates, develops, and tracks pipeline of growth opportunities across multiple GBD lines of business (including but not limited to Medicaid and FGS)Produces wide range of daily, weekly, monthly, quarterly, and ad hoc reports and communications to a variety of internal audiences, including industry and competitor news, trends, competitor capabilities, opportunity updates, earnings/SEC material analyses, and pipeline reportsProvides and updates growth pipeline source data and talking points to inform quarterly earnings calls and other investor-facing activitiesConducts external competitive intelligence via secondary research and work with various internal stakeholders in the health plans, government relations, product, business development, and other SMEs to gather and disseminate knowledge and ensure it is incorporated into RFP responses, growth planning and product development effortsCoordinates RFP protest activities working closely with legal counselDevelops and continually improves numerous interconnected libraries and databases to track ours and competitors’ RFPs, submissions, capabilities, profiles, and varied other intelligenceSupports the RFP process from pre-capture to post-submissionPre-Capture phase: Monitor, research, and report on the competitive landscape of all health plans and growth opportunities for all marketsCapture phase: Conducts a detailed competitive landscape review for the opportunity analyzing gathered intel from secondary research, local insights and a Win the Bid Survey; Develops SWOT in collaboration with local market and key stakeholders; Continues to monitor, research and report CI to the Capture team throughout the entire Capture phase; Focuses efforts on capability and proof point identification that ghosts the competition, meets the customer's objectives and solves customer pain pointsLive Bid phase: Conducts a refresh of detailed competitive landscape for the RFP kick-off; Provides key data points that reflect experience, performance and knowledge of the population and providing up to date membership counts by product and population; Focuses efforts on new CI that could provide a shift to the competitor landscapePost-submission phase: Conducts an analysis of bid scoring to verify accuracy; Works with several members of the MCI team to conduct a CI Deep Dive of the competitor responses; Shares insights with GDs/SCDs/Health Plans in multiple forums and collaborates on gap and strength areasWorks closely with senior management health plan leaders and broad cross-functional staffHires trains coaches counsels and evaluates performance of direct reports.Requires a BA/BS in Business Health Management Marketing Journalism Communications or a related field; 7 - 10 years of experience in business development proposal management or related including 7 years of management experience working knowledge of publicly funded health care programs project management experience; or any combination of education and experience which would provide an equivalent background.
