Staff VP Medicare Stars Performance (PMO)Location: Within commuting distance to an Anthem office. Responsible for the strategy, development and overall oversight of the enterprise-wide Program Management Office (PMO) Stars program dedicated to driving all Stars improvement programs and initiatives through programmatic execution tied to development, implementation, and establishment of a governance model supported by review metrics which evaluate the performance and quality execution of all cross-functional Stars pod teams aligned across the enterprise. Leads the development and implementation of Stars predictive analytics models, execution tracking and course correction. This includes, a thorough performance review of end-to-end process across all Stars measures, inclusive of KPI identification and accountability tracking and review and oversight of all Regional and LOB activities and operational plans. Primary duties may include but are not limited to: Lead enterprise Stars PMO, including selection, implementation, maintenance and oversight of strategies/initiatives proposed by the Stars pod teams, allocating funding and ROI definition to drive improvements.

Engages enterprise leaders to define, shape and drive Stars/quality improvement strategies.

Directs PMO team members to use data analysis to identify abrasion points, solve for root cause, and resolve issues for long term Stars Performance and healthcare quality outcome improvement.

Serve as Stars relationship owner with BCBSA and CMS.

Ensures proper ongoing communication regarding program execution and status by holding pod owners accountable to provide frequent updates, ensure budget adherence which drives status transparency and rapid course correction if KPIs show negative trend.

Drives initiatives for overall standardization of practices, new solution implementations, and front end procedural document maintenance.

Hires, trains, coaches, counsels and evaluates the performance of direct reports.

Qualifications Requires BA/BS; minimum 10 years leadership experience, with experience in leading enterprise business transformations including large programs and multi-disciplinary team execution and partnership with CMS; at least 5 years managing Medicare Stars improvement initiatives, including prior experience analyzing data and identifying business issues; or any combination of education and experience, which would provide an equivalent background. MBA or MD preferred. Must be deeply analytical.
