Program Service Area: Administration

Department: Human Resources

Hours: Full Time; 35 hours per week

Salary: $19.23 per hour (all new hires begin at starting salary regardless of experience)

Benefits: $175 monthly towards health, dental, vision, voluntary or HRA; 403b Retirement Plan with a match of up to 2% based on years of service; initial 3 years vacation 9.33 hours per month and after three years 12.25 hours per month; sick 7.0 hours per month.

General Description: Under the general supervision of the Human Resources Director, our Human Resources

Specialist will provide a wide variety of both complex and routine administrative services. This position administers workers compensation, unemployment benefits and employee benefit plans including health and retirement plans. The HR Specialist provides administrative support to human resources functions as needed (e.g. generates correspondence, record-keeping, policy development) and provides backup support to Workforce Development Specialist.

Essential Functions

Job Complexity:

 Establish and manage partnerships with insurance brokers and insurance carriers

 Administer retirement plan including annual audit

 Collaborate with Workforce Development Specialist to improve retention and recruitment

 Responsible for periodically evaluating benefit package to ensure it meets the needs of a changing workforce

 Consolidate and analyze information to create management level presentations

 Assist with employee verifications and ensure accuracy and completed within 72 business hours

Minimum Competencies:

 Minimum of a Bachelor’s Degree in a related field

 Minimum of 3 years’ experience in HR field

 Strong and proven analytical skills

 General knowledge of federal, state and local regulations

 Excellent communication skills, critical thinking, time management and active listening

 Ability to develop complex spreadsheets and reports

 Highly self-motivated and shows initiative in executing successful completion of projects within required

timelines

 Be able to maintain a high level of confidentiality

 Be able to maintain positive, supportive and professional approach with all employees

 Ability to successfully collaborate with various teams and ad hoc committees

 Excellent working knowledge of Word, Excel, PowerPoint, Google Apps for Business, and survey design

 Experience with HRIS/HRM systems, ADP Workforce Now experience preferred

ÂValid TB results required

 Must receive Fingerprint Clearance upon hire (paid by Harmonium)

 Valid CA driver’s license and access to a reliable vehicle with active insurance

Physical Requirement:

 Ability to travel throughout the county with the flexibility required to meet job duties

 Frequent repetitive hand use and simple grasping, i.e., desk and computer functions

 Ability to sit for prolonged period

 Ability to lift and carry up to twenty pounds

 Ability to operate a computer

 Occasional travel through San Diego County

 Occasional standing, walking, kneeling, bending, twisting, pushing, pulling, reaching above and below the shoulder
