Job Description

Position Description:

The Senior Community Development Specialist is a project manager that leads the daily administration of HBMR functions. The position is responsible for processing various transactions including but not limited to the implementation of marketing, sales, and lease up activities, rental asset management, and loan servicing. This position must have experience in program development, legal document interpretation, applicant processing, data validation, and underwriting financial and legal documents to determine individual and transactional compliance and eligibility with program requirements and guidelines. Among other things, the incumbent prepares necessary documents for approvals, recommends client outcomes as well as program evaluation. Other duties include providing technical assistance to homeowners, renters, realtors, leasing agents, property managers, lenders, mortgage brokers and housing counselors by explaining decisions and responding to program inquiries. The Senior Community Development Specialist also performs related duties as required.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:

  • Minimum four years’ experience in mortgage underwriting and/or loan processing or rental housing asset management and rental program eligibility. At the discretion of the Director, fewer years may be accepted if commensurate skills are demonstrated.
  • Strong knowledge of first-time homebuyer and homeowner program administration or strong knowledge of affordable rental housing program administration.
  • Strong knowledge with standard real estate practices and financing documents including purchase contracts, rental leases, appraisals, title reports, income calculation, property insurance, inspection reports, tax returns, and other financial documents.
  • Experience with government sponsored down payment and rental assistance programs and multi layered financing.
  • Strong leadership skills.
  • Demonstrated ability to conduct adult education activities.
  • Commitment to the goal of increasing and preserving affordable housing opportunities to low and very low-income persons and households in San Francisco.
  • Capacity to undertake and prioritize various responsibilities and meet deadlines.
  • Ability to efficiently create, implement, and communicate program systems.
  • Work independently and as a team member.
  • Proficiency in Microsoft Office, especially in Excel, and standard office database software.
  • Commitment to contributing to MOHCD’s work to advance racial equity.
  • Experience in Salesforce database a plus.
