Job Description

DT is seeking a Senior Administrative and Racial Equity, Diversity and Inclusion Specialist (SAREDIS) who is results-oriented, exhibits cultural competence and is passionate about addressing structural inequities through government and community action. The SAREDIS position will work closely with the CIO/Executive Director, division leads, racial equity co-leads, staff and community stakeholders to ensure racial equity is embedded in IT systems, projects, programs, policymaking, budgeting, resource allocation, recruitment and employment.

The SAREDIS will have the unique and important role of leading the implementation of DT’s Racial Equity Action Plan through research-based practices, data-driven metrics and stakeholder engagement, pursuant to SF Ordinance 188-19. The SAREDIS will work on related projects needed to align with the Mayor’s and CIO’s strategic initiatives and directives, while continuing the momentum DT has built by partnering with other departments and community-based organizations to support staff training on diversity, equity and inclusion.

Essential Job Duties and Functions:
The position includes the following responsibilities:

Racial Equity, Diversity & Inclusion:

  • Manages and leads the development and execution of the department’s Racial Equity Action Plan, and builds internal equity in close collaboration with the department racial equity team, executive leadership, human resources, city departments, community and other business partners, to define priorities, goals, and measures of success.
  • Supports and facilitates convening of key stakeholders, Racial Equity leaders and community partners to advance racial equity citywide, and functions as DT's lead Racial Equity Leader in all city and community forums.
  • Serves as a racial equity, diversity and inclusion subject matter expert by contributing perspective, insights, and knowledge, while taking a balanced consultative and systematic approach to enable the organization to achieve measurable results.
  • Provides leadership coaching and training to all levels of staff via one-to-one and group interactions, including but not limited to inclusive leadership practices and implementation of racial equity, diversity and inclusion best practices in internal and external service work.
  • Develops key performance indicators for racial equity, diversity, and inclusion programs and processes, aligned with business and racial equity, diversity, and inclusion organizational objectives, and assesses progress against goals.
  • Drives racial equity, diversity and inclusion goal attainment through program management and defined project plans; manage implementation activities, and develop processes, documentation and communications for program/process roll-out and ongoing support.
  • Performs related duties and responsibilities as assigned.

Senior Administrative Analysis:

  • Performs research, requirements and data gathering to support the department's projects and client requests. Analyzes data to determine trends, gains, losses and areas for improvement. Utilizes data to make informed recommendations to improve process, metrics, dashboards and reports.
  • Works with leadership to understand policy needs, researches existing internal and external policy, makes recommendations and drafts.
  • Manages and monitors performance improvement projects, develops action plans, and works with staff to implement performance improvements. Leads and supports projects and project tasks, activities, schedules and budgets. Analyzes project performance against project plan.
  • Proactively identifies risks/challenges and works to provide solutions, resolve risks/challenges, and overcome hurdles to drive results. Provides consistent updates on progress and goals to key stakeholders. Prepares reports, presentations, and data as required.
  • Provides administrative and analysis support to teams.
  • Performs related duties and responsibilities as assigned.

Work Location
Incumbent will conduct the majority of work at the Department of Technology, 1 South Van Ness Ave 2nd Floor, San Francisco, CA, 94103. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

Nature of Work
Incumbent must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required. Telecommuting options are available upon appointing officer’s approval.

Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A:

OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A;

OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A;

OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

  • Experience building a racial equity, diversity and inclusion strategy from the ground up, including design of roadmaps to drive incremental progress towards long-term vision and goals.
  • Experience in a client service or customer-facing leadership role, enabling organizations to build and execute their racial equity, diversity and inclusion plan to achieve measurable results.
  • Deep understanding of societal systems of bias, and ability to apply this knowledge to invent, evolve, improve and simplify business and HR processes.
  • Deep understanding of racial equity, diversity and inclusion analytics, including how to drive impact in recruitment, talent and inclusion metrics.
  • Experience demonstrating high judgment and working with confidential or highly sensitive subject matters.
  • Ability to manage multiple concurrent projects and drive them to completion using project/program management tools.
  • Excellent written, verbal communication, and interpersonal skills.

Additional Information

Appointment Type: Permanent Exempt (PEX) - Full Time, this position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer.

Compensation: $104,598 - $127,114 annually
