JOB DESCRIPTION
Primary responsibility of the SVP, Information Technology Officer for setting the strategic direction of the Information Technology Department. Ensures the company's information technology activities are secure and stable, used to help maximize profits commensurate with the best interest of shareholders, customers, employees, and the public. Develops and implements information technology architecture strategies to accommodate current and future organizational needs. The SVP Information Technology assists in attaining established company operational and financial goals. Provides leadership for department staff and coordinates staff for coverage in all related areas of the department. Performs all duties in accordance with the company's policies and procedures, all U.S. state and federal laws and regulations, wherein the company operates.

  • Responsible for the execution of the enterprise strategy to define, integrate, augment, store and retrieve data through execution of a framework that effectively describes and implements the right processes, technologies, and governance including:
    • Information Technology Governance, including the development of effective policies, procedures, and guidelines.
    • Continuous system assessment and technology strategic planning.
    • System implementation, consolidation, retirement, integration, and automation.
    • Security Operations including close coordination with the Chief Information Security Officer
    • Data acquisition from core systems and applications.
    • Data Integration between core systems and applications.
    • Development of internal core-competency to design, develop and deliver effective Data Warehouse and Business Intelligence solutions.
    • Design, development, and delivery of Operational, Executive and Board reports, dashboards and analytics.
    • Meta Data management and development of data dictionaries and source system data mapping documentation.
  • Directs, monitors, and appraises the performance of unit managers immediately reporting to the position and provides the necessary coordination between activities, not limited to, effective delegation of assignments, developing work schedules and providing necessary training.
  • Working closely with the Chief Information Security Officer, is responsible for ongoing security operations and the development and integration of new technology to maintain a safe environment.
  • Plays a positive role in the development and growth of assigned department staff through excellent communication skills, both verbal and written, along with strong delegation skills assuring a highly cross- trained staff.
  • Serves as the champion for major information technology projects, including resources and facilities, products and services, and policies and procedures.
  • Sits on the company's technology committee; formally submits information technology recommendations to the company's committees, assists in hardware and software selection, reviews vendor agreements and conducts contract negotiations, etc.; may serve on other company committees as required.
  • Responsible for ensuring the security and stability of the company's information technology resources; participates in leading the company's incident response team in the event of a technology emergency or breach in confidential information.
  • Develops strategic plans, reviews reports; organizes plans and makes recommendations for major information technology projects involving functional changes within the company and budgets.
  • Assures audit compliance and procedure quality control through internal and external reviews; recommends and initiates corrective actions; ensures system resources are in compliance with established company policies, procedures and state and federal regulations.
  • Responsible for the overall development and coordination of the IT portion of the Business Continuity Plan. Including maintaining the plan, testing the plan, and reporting to the BCP leader.
  • Consistently applies superior decision-making techniques pertaining to inquiries, approvals, and requests as they apply to existing policies and procedures, keeping within assigned approval limits and using these instances as learning tools for employee development.
  • Serves as a subject matter expert in resolving complex customer transactions, problems, or inquiries.

  • Performs other duties and projects as assigned.

QUALIFICATIONS
  • Advanced knowledge of company operations and lending products and services; related state and federal laws and regulations, and other company operational policies and procedures.
  • Working knowledge of Business Continuity Program planning, coordination, and testing.
  • Mastered experience, knowledge and training in progressively responsible information technology department operations, management, and supervisory activities.
  • Advanced knowledge of general accounting, payroll, budgeting, and related accounting and record keeping systems in a financial institution.
  • Mastered knowledge of related state and federal banking compliance regulations, and company accounting policies and procedures.
  • Excellent organizational and time management skills with the ability to provide leadership, supervision and training for employees using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills.
  • Advanced knowledge of human resource labor laws and policies.
  • Superior skills in personal computer operation; mainframe computer system; word processing and spreadsheet software programs.
  • Advanced math skills: ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals; locate routine mathematical errors; compute rate, ratio, and percent, including the drafting and interpretation of bar graphs.
  • Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, read, analyze, and interpret documents and professional journals, understand procedures, write reports, correspondence, and procedures, speak clearly to customers and employees.
  • Thorough understanding of management procedures; ability to plan department or company activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or company activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate).
  • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
  • Bachelor's degree from an accredited university; and a minimum of 10 years of information systems management experience in the financial services industry. Work experience must include a minimum of 5 years leading a team of IT professionals.
