Who we are:

What we are looking for:
The City of Santa Maria is seeking a Radio System Technician to provide maintenance and support to all components of its City-wide radio system. At the direction of the Chief Information Officer, the Radio System Technician assists in coordinating and maintaining consistent and reliable radio communications and to meet the needs of the City and its regional partners. This position assists the Chief Information Officer in maintaining and coordinating the daily operations of the City’s 700/800 MHz P25 and legacy VHF/UHF public safety radio system which provides integrated radio communications for Law Enforcement, Fire, Code Enforcement, Utilities, Public Works and Transit operations.

The IT Radio Technician will:
-Oversee and coordinate the continuous, multifaceted daily operations of the City’s regional 700/800 MHz P25 and legacy VHF/UHF public safety radio system which provides integrated radio communications for Law Enforcement, Fire, Code Enforcement, Utilities, Public Works and Transit operations.
-Serve as primary onsite radio technician for all radio and dispatch equipment.
-Perform the maintenance, operation and repair of the City’s public safety radio system, conventional radio system, and microwave network.
-Ensure radio system compliance with relevant standards, department policies, federal and state laws and regulations.
-Responsible for ensuring backups and backup validation of applicable components is completed.
-Programs, repairs and maintains portable radio equipment including mobile radios, handhelds, and mobile data computers.

DETAILED JOB DESCRIPTION:
IT Radio Technician (Systems Analyst I/II)

EXAMPLES OF DUTIES:

-Ensure radio system compliance with relevant standards, department policies, federal and state laws and regulations.
-Responsible for ensuring backups and backup validation of applicable components is completed.
-Programs, repairs and maintains portable radio equipment including mobile radios, handhelds, and mobile data computers.
-Consults with representatives of industry and professional organizations, management and technical personnel of local governments, and provides direct contact with vendors providing maintenance and technical support to the City’s radio system.
-Develops short and long term plans and strategies for radio requirements for the City.
-Assists with the preparation of annual operating and capital improvement budget contractual documents and evaluates proposals which lead to the award of contracts.
-Coordinates with the FCC, vendors, contractors, and other agencies regarding technical and administrative planning, procurement, installation, operation, and maintenance of radio systems.
-Prepares system reports to assess, diagnose and monitor system performance.
-Reviews and initiates purchase of radio equipment operating on the City’s radio system.
-Participates and attends regional working groups that work towards the goal of interoperable communications.

MINIMUM QUALIFICATIONS:
Education:
Two years completed (60 college units) from an accredited college or university with a major or concentration in computer science, management information science or closely related field. Additional applicable experience may substitute for educational requirements on a year-for-year basis.

Experience:
Two years experience supporting radio systems for emergency services.

OR any combination of education, training and/or work experience to demonstrate knowledge, skills, and abilities to meet the above minimum requirements.

Knowledge of:
-Public safety radio principles, systems, technologies, procedures and operations.
-Radio communications facilities, distribution systems and network technology.
-Radio communications industry standards, trends, technical specifications and practices.
-Basic data and voice networking equipment such as routers and switches.
-Local, state, and federal rules, regulations and standards pertaining to radio communications.
-Inventory management practices.

Ability to:
-Diagnose and resolve problems related to radio system components.
-Support radio systems for emergency services with a full-service dispatch.
-Develop, plan and implement short- and long-range goals.
-Work effectively with radio system hardware and software vendors.
-Apply and use computer applications and software.
-Communicate effectively in both oral and written form.

License:
Possession of a valid and appropriate California Driver License. Must have and maintain a satisfactory driving record and be insurable to operate City vehicles.

TOOLS AND EQUIPMENT USED:
Computer workstations, laptops, printers, mobile devices, phones, other computer peripheral and telecommunications equipment; servers and network devices; Microsoft software and various application software; small hand tools; calculator; telephone; copy machine; and fax machine.
