The City is seeking one (1) Solid Waste Equipment Operator II in Commercial Collections to operate a Commercial Frontloader (typical work hours 0330-1200) and may hire one (1) Solid Waste Equipment Operator I in Residential Collections to operate an Automated Sideloader (typical work hours 0630-1430). Important: Solid Waste Equipment Operator positions require prior experience operating heavy equipment and possession of a valid Class "B" Driver's License. Experience in the solid waste industry is highly desirable. WHAT WE DO:

The Utilities Department is responsible for providing water, sewer, refuse collection, and disposal services to Santa Maria. The Mission Statement of the Utilities Department is to provide efficient utility services through the use of progressive innovation, excellent customer service, and the wise use of public resources for the long-term benefit of the community. This recruitment is for a position in the Solid Waste Division. The Solid Waste Division manages the collection of refuse, including solid waste, recycling, green waste, and organics, and operates the Santa Maria Regional Landfill, including the Household Hazardous Waste Facility and Recycling Park.

Solid Waste Equipment Operator I (Residential Collections)

Follows assigned refuse, green waste and recycle collection routes; delivers and unloads collected refuse, green waste and recyclables from residential and commercial sites and roadways to designated disposal facility(s), green waste to a composting facility and recyclables to a material recovery facility (MRF); drives, operates and manipulates a conventional rearloader, automated sideloader; may be required to operate on occasion a front-end loader and/or 5th wheel mechanized automated refuse, green waste and recycling collection equipment vehicle, manipulates hydraulic controls; physically opens and closes dumpster enclosure gates; tags containers in violation of refuse ordinances and codes; investigates field complaints and performs route inspections; keeps vehicles clean in appearance and free of debris; performs daily/weekly maintenance on assigned equipment; performs pre-trip vehicle inspection, in compliance with departmental procedures; reports and completes mechanical defect tickets on equipment in need of servicing; prepares route mileage forms and other miscellaneous reports; performs special trash pickup duties, including the lifting and transporting of large, bulky items; repairs, paints, rinses, cleans, refurbishes and delivers containers and/or dumpsters and any yard duties as assigned; may fill-in for regular supervisor during supervisor's absence and may also fill-in for lead supervisor in the case of an absence to supervise work activities of crew members as assigned, which may include equipment operations at the City's landfill; make every reasonable efforts to continually improve the manner in which the job is performed and increase the quality of service to the public; and performs other duties as assigned.

Solid Waste Equipment Operator II (Commercial Collections)

Follows assigned commercial refuse and recycling collection routes; delivers and unloads collected refuse and recyclables primarily from commercial sites, and occasionally from residential sites and roadways, to designated disposal, composting, and/or material recovery facilities; primarily drives and operates a commercial frontloader; occasionally drives and operates an automated sideloader; manipulates hydraulic controls; manually opens and closes dumpster enclosure gates; manually pushes/pulls loaded and unloaded dumpsters; tags containers in violation of applicable ordinances and codes; assists in investigating field complaints and performs route inspections; keeps assigned vehicle(s) clean and professional in appearance and free of debris; performs daily and weekly maintenance on assigned equipment; performs pre-trip vehicle inspections in compliance with governing procedures; reports and completes mechanical defect tickets on equipment in need of servicing; prepares route mileage forms and other miscellaneous reports; performs miscellaneous trash collection duties, including but not limited to, lifting and transporting large, bulky items; repairs, paints, rinses, cleans, refurbishes, and delivers containers and/or dumpsters; may fill-in for the crew leader during absences; as assigned, may provide lead supervision on work activities of crew members, including equipment operations at the City's landfill; makes every reasonable effort to continually improve the manner in which the job is performed and increase the quality of service to the public; and performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education:

High school diploma or General Education Diploma.

Experience:

Two years' experience comparable to driving and operating a frontloader, sideloader, or comparable sized vehicle OR any combination of education, training and/or work experience to demonstrate knowledge, skills, and abilities to meet the above minimum requirements.

Knowledge of:

Applicable codes and ordinances related to refuse, recycling, organics and green waste collection and transportation; operation of refuse collection vehicles, including sideloaders and frontloaders; policies, safety rules, and regulations pertaining to collection and disposal operations, and street sweeping activities; principles and practices of effective supervision; and principles and practices of exemplary customer service.

Ability to:

Safely and efficiently operate refuse collection vehicles including frontloaders and sideloaders and other heavy equipment generally used at a landfill; follow an assigned collection route and schedule; judge heights and distances accurately and effectively maneuver in small and confined areas; occasionally lift objects up to 50 pounds; frequently push and pull dumpsters in excess of 100 pounds; communicate effectively in both oral and written form; understand and follow oral and written instructions; take a proactive approach to problem solving; make minor repairs and adjustments to equipment; continually successfully passing random drug and/or alcohol testing, as required; collaborate with a variety of diverse interest groups in reaching a consensus for the betterment of the community; learn the organization, procedures, and operating details of the City department to which assigned; work independently with little supervision; attend work as scheduled, on a regular basis, to effectively perform the position's required duties and responsibilities; demonstrate an awareness and appreciation of the cultural diversity of the community; effectively supervise subordinate staff when required; and establish and maintain effective working relationships with those contacted in the course of work.

License:

Possession of a valid Class "B" California Driver License. Possession of a valid Class "A" California Driver License may be required. Must have and maintain a satisfactory driving record and be insurable to drive City vehicles.

Special Requirements:

Required to work in varying weather conditions and on weekends and holidays. Under the Department of Transportation Drug and Alcohol Program, may be required to successfully complete a pre-employment drug and alcohol screening and submit to and successfully pass random drug and/or alcohol testing throughout employment with the City.

TOOLS AND EQUIPMENT USED:

Motorized vehicles and equipment, including frontloaders, sideloaders, and other heavy equipment generally used in landfill operations, including but not limited to, trash compacting equipment, backhoes, hand and power tools, shovels, wrenches, detection devices, and use of office equipment such as personal computers, mobile or portable radios, telephones, copy machines, and fax machines.
