We are looking for an HR Manager who can make CET a leading employment destination. The HR Manager will be responsible for evaluating employee programs, recommending improvements to employment policies and making sure that all employee-related policies align with our corporate goals and established regulations.

The essential functions include: short and long-range planning, benefits administration, compensation and classification, organizational development, training, compliance, employee relations and dispute resolution, legal matters, and DOT administration (when needed). Bilingual in Spanish and English required.

ESSENTIAL JOB FUNCTIONS (May include but is not limited to the following):

1. Assists in fostering strong customer services, provide leadership, work collaboratively with teams, and consult effectively with all levels of the organization.

2. Comes up with ways to measure employee morale and determine methods for improving overall employee satisfaction.

3. Assists directors and supervisors with recruitment and employment related processes. Posts job ads and works with outside recruiters when warranted.

4. Provides direction on the development and management of compliance of HR procedures, and systems.

5. Helps in strategic planning to improve organizational performance goals and objectives.

6. Performs benefits administration.

7. Oversees the administration of new hires, terminations, all leaves of absences according to state regulations, and 401k administration in coordination with HR and Payroll staff.

8. Implements and revises CETs compensation program.

9. Keeps job descriptions up-to-date, accurate and compliant with relevant federal, state and local laws for all positions.

10. Conducts annual salary surveys.

11. Ensures all employment practices comply with federal, state and local regulations. Recommends new policies, approaches, and procedures.

12. Assists in preparing annual state, federal, and agency reports.

13. Assists in developing and revising standard operating procedures.

14. Plans and organizes department activities; assigns job duties and monitors task completion for department staff.

15. Conducts criminal background checks as required.

16. Assists with ensuring all performance appraisals are submitted.

17. Assists in managing all staff trainings. Collaborates with Directors to ensure records are maintained.

18. Assists with investigating and responding to complaints from staff, students and visitors.

19. Oversees workmens compensation.

20. Oversees student accidents and incident reports for completeness and follow through.

21. Assists with safety and emergency disaster planning and coordination.

22. Participates in planning, coordinating and supervising special projects.

23. Other duties as assigned.

REQUIRED KNOWLEDGE AND ABILITIES

Demonstrated effectiveness in written and verbal communication in English and Spanish.

Advanced knowledge and experience with ADP Workforce Now preferred.

Comprehensive MS Office skills (Outlook, Word, Excel, and PowerPoint).

Must maintain confidentiality at all times.

In-depth understanding of state and federal employment regulations; human resource systems, principles, techniques, practices, functions and their inter-relationships.

Knowledge of compensation strategy, performance management, employee relations, safety practices and talent acquisition, and the ability to apply this information in a manner that is compliant with relevant employment law.

Read and interpret data, information and documents.

Capable of compiling and analyzing data to guide strategic planning.

Exceptional people skills and able to interact with employees at all levels, as well as vendors and suppliers, in a professional and straightforward manner.

Must be detail oriented and able to effectively handle multiple projects and priorities concurrently, effectively and in a timely manner.

Work under intensive deadlines with frequent interruptions.

Able to evaluate situations, identify options and implement effective solutions quickly and efficiently.

Observe, analyze and solve non-routine and complex office administrative problems.

Must be an effective listener, able to maintain focus extract necessary information and validate understanding of the information.

Use math and mathematical reasoning.

Establish expectations and counsel employees on their performance; conduct employee evaluations.

Arrange for training of employees as applicable.

Familiarity with risk management audits is preferred.

EDUCATION AND TRAINING

Masters Degree preferred and at least 5 years progressive HR management experience performing a variety of HR generalist activities, including workers compensation and 401(k) plans for a medium sized non-profit organization. Strong knowledge of California employment law preferred.
