Job Overview

The HealthRIGHT 360 Cognitive Behavioral Program is located at Duele Vocational Institute in Tracy California. The CBT program provides services to incarcerated male offenders who participate in Substance Use Disorder Treatment and CBT classes Monday thru Friday with a group ratio of 12:1. The treatment goal is to provide support, collaboration and empowerment to each individual by utilizing Motivational Interviewing with the goal of successful completion of the program and a smooth transition back into the community.Â

The Program Director is responsible for overseeing and implementing all program services, clinical activities and staffing to ensure program compliance with contracts and licensing regulations for the program. The Program Director sets the clinical tone and coordinates with departments within and outside of the agency to ensure that client needs are being met in support of health and recovery. He/she will provide genuine warmth, empathy and honest sensitivity with the goal of facilitating positive change in participants. Will act as a role model, modeling professionalism and positive pro-social life skills and behavior patterns at all times consistent with HealthRIGHT 360 and CDCR.

Key Responsibilities

Program Management Responsibilities:ÂResponsible for the overall administration of the day-to-day delivery of program services, including but not limited to: Drug treatment, CBT, one-on-one counseling, etc., and aftercare referrals. Develops and maintains relationships with Office of Offender Services, CDCR in-custody staff/personnel in the prison, and community providers to increase program visibility and referrals to approved STOP community based aftercare services in each parole region. ÂBe on-site during working hours Monday-Friday with the exception of vacation, sick leave, CDCR approved meetings, trainings, or State holidays. The Program Directors immediate supervisor, CCIII, and the Program Analyst (PA) shall be notified one (1) week in advance of work related training events, meetings, and planned vacation or extended medical leave that will require the Program Director to be off-site. Â

Developing/Planning Responsibilities:ÂWorks with CCIII and the appropriate institutional staff in the planning direction and coordination of all program related facility activities. Has ultimate responsibility for HealthRIGHT 360 staff, accountability, safety, delivery of program requirements and completion of all clients. Works closely with HealthRIGHT 360 clinical management to coordinate continuity with other HealthRIGHT 360 programs in SF, LA, and El Monte along with other contracted community partners. Monitors program effectiveness. Works with evaluation teams to collect data for research both in-house and with approved outside agencies.

Program Setting Responsibilities:ÂResponsible for oversight of all the programs needs, including but not limited to safety and security, placement, compliance, and accountability. Manage the placement of participants into the community-based transitional care services. Assures that all contract staff (HealthRIGHT 360 employees) are adhering to both HealthRIGHT 360 and CDCR policies and procedures and conducting themselves as professionals at all times.

Administration and Compliance:ÂLiaison between HealthRRIGHT 360, Offender Services Headquarters, and the prison. Responsible for submitting the monthly progress report and the weekly Red Flag Report to the PA. Secure prior approval from PA when ordering office supplies and equipment. Provide a monthly calendar containing the Program Directors schedule prior to the beginning of each month. Ensure that a monthly program schedule of services activities plan is posted for the participants and provided to the CCIII and the PA prior to the beginning of each month. In accordance with guidelines established by HealthRIGHT 360 to satisfy internal and external evaluating requirements, ensures that staff maintains accurate documentation on all clients. Responsible for quality assurance of charts and treatment plans. Performs regular audits to ensure contract compliance. Ensures that participant files are in compliance and holds HealthRIGHT 360 staff accountable to the following paperwork requirements; weekly notes completed on time, initial treatment plans done within 30 calendar days, treatment plan updates completed every 30 calendar days, daily attendance recorded, one-on-one counseling sessions every 2 weeks, and TCU assessments completed within 15 calendar days. Responsible for inmates participation in the program. Ensures inmates rights mandated by governmental codes and agency norms. Ensures proper handling and transfer of documents and records.

Supervisory Responsibilities: Responsible for the overall supervision and oversight of all contract staff (HealthRIGHT 360 employees) and SUD program. Evaluate staff performance and provide applicable coaching and training. Activities include but are not limited to, hiring, training, motivating, evaluating, disciplining, and terminating. Ensures staff is familiar with program policies, procedures, and practices. Investigate and pass all human resource issues to both Human Resource Director and Supervisor.

And, other duties as assigned.

Education and Knowledge, Skills and Abilities

Education and Experience

Required:

-Ability to work with diverse population

-Ability to express empathy and compassion and communicate honestly by providing feedback for negative as well as positive behaviors

-Must fulfill one of the following:

-Masters Degree in Human Services/Social Sciences or related field and at least (1) year of administrative experience working in Substance Use Disorder Treatment; or

-Bachelors Degree in Human Services/Social Sciences - or related field and at least (2) years of administrative experience, working in Substance Use Disorder Treatment.

In the event that the Program Director provides direct substance abuse services to the Participants, the Program Director must be certified as an AOD counselor, with a certifying organization recognized by DHCS.

Desired:

-Specialized knowledge such as, mental health issues, life skills, vocational training, anger management, incest, criminal behavior, rape crisis, grief, etc.

-Knowledge of the TC milieu, 12-step philosophy, or other approaches to recovery.

-A second language (particularly Spanish)

-Familiarity with penal codes and the criminal justice system

Background Clearance

Required:

-Must not be on active parole or probationÂ

-Ability to receive and maintain CDCR clearance

-Culturally competent and able to work with a diverse population

-Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications

-Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency

-Knowledge of co-occurring disorders and trauma informed treatment

-Knowledge of Clinical documentation (treatment plans, progress notes etc.)

-Experience working with criminal justice population
