SummaryThis position is located in the Division of Business and Administrative Support Services. All applications submitted by 11:59 (EST) on the closing day will receive consideration.ResponsibilitiesThe Administrative Officer at Sequoia and Kings Canyon National Parks directs a multi-faceted operation, including but not limited to, financial and budgetary management, concessions and commercial services management, information technology and radio communications management, property management, and housing management. The Administrative Officer serves as a key member of the park leadership team and is responsible for providing guidance and leadership on a wide range of budgetary, financial, and administrative functions for the Superintendent, fellow Division Chiefs, and employees of the park. Major duties include: Serve as a member of the park's senior management team and will be responsible for the daily administrative operations, Plan, analyze, and monitor the formulation and development of complex and/or highly sensitive park-wide plans, programs, procedures, operating policies, internal control and program goals. This includes financial analysis on the state of concessions operations. Initiate business and administrative studies based on needs assessment to evaluate and assess the effectiveness of park operations, develop new programs, improve effectiveness, and resolve any problems that impact the park's mission. Responsible for keeping the park's revenues and spending in balance through authoritative advice and supervision of the staff of the Administration/Business Office dedicated to budget and financial management on a daily basis. Serve as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Develop SOP's for changes implemented this year for duties returning to the park as determined by the regional HR enhancement actions. Assists managers in writing capability statements, briefing papers, and responding to Congressional inquiries on a variety of operational and budgetary issues. Oversees administrative services including payroll and timekeeping at the park; bills of collections; third party drafts; travel services; payment of invoices for goods and services; development of business programs or operations vulnerability assessments. Responsible for acquiring all goods and services the park required to accomplish its mission and programs. Provides administrative and technical supervision/direction of the business management/administration staff of the park.RequirementsConditions of EmploymentU.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males You will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-evenings, weekends, holidays, and overtime. If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.QualificationsAll qualifications must be met by the closing date of this announcement-12/08/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes: planning, coordinating, and tracking budget/finance for a variety of fund sources and interdisciplinary work groups; and providing position and workforce management analyses and recommendations. Other examples of specialized experience may include overseeing or managing a procurement and property management program; managing an Information Technology program, housing program, concessions management, and/or analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; project management, hiring actions, FBMS property roles, generating a variety of written documents, reports, etc., to communicate detailed administrative information; and explaining, planning, directing, or recommending or providing guidance on regulatory or statutory requirements, policies, and procedures. . You must include hours per week worked. TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks (one year) at the GS-12 The grade may have been in any occupation but must have been held in the Federal service. SF-50(s) that shows your time-in-grade eligibility must be submitted with your application (e.g. Promotions, STEP Increases, etc.).
