A skills examination may be administered to those candidates meeting the minimum qualifications. A qualifications appraisal interview will be used to assess the candidate's knowledge, skills and training experience. The Director of Health and Human Services will make the final selection and appointment.

ABOUT THE POSITION

The Department of Health and Human Services is recruiting for a Health Program Specialist I/II/III who can plan, coordinate, implement and evaluate specialized public health education programs within the Public Health Division. There is one position available that can be filled at any level depending on the qualifications of the successful applicant.

SALARY RANGE

Level I: $3,512 ” $4,501 per month plus benefits

Level II: $3,880 ” $4,970 per month plus benefits

Level III: $4,284 ” $5,488 per month plus benefits

The hiring salary range indicated above has six steps with approximately 5% between each step. New employees normally start at step one and after satisfactory performance during a 12 month probationary period, advance to the second step. Thereafter, annual merit step increases are based upon satisfactory performance. Steps 7-15 are additional merit steps (eligibility every two years) with approximately 2.5% between each step.

MINIMUM REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

All Levels:

-Possession of an appropriate, valid California drivers license. The successful applicant will be required to provide an official CA DMV INF-1125 Driver Record printout upon acceptance of job offer.

Health Program Specialist I:

-Equivalent to completion of core course work from an accredited four (4) year college or university in public health, community health education or a closely related field.

Health Program Specialist II:

-The equivalent of one year experience as a Health Program Specialist.

-Equivalent to a Bachelors degree from an accredited college or university with major course work in public health, health education or a closely related field.

Health Program Specialist III:

-The equivalent of two years of experience as a Health Program Specialist.

-Equivalent to completion of a Masters Degree in Public Health or a closely related field from an accredited college or university.

The successful applicant will be required to provide a copy of unofficial transcripts verifying education upon acceptance of the job offer.

RESPONSIBILITIES AND DUTIES

Important responsibilities and duties may include, but are not limited to, the following:

Health Program Specialist I

With assistance from the Director of Nursing, plans, coordinates, implements, evaluates, and participates in health education programs.

Conducts community needs assessments for the purpose of health program planning when directed.

With assistance prepares grant applications, comprehensive reports and various correspondence related to assigned programs.

In collaboration with the Director of Nursing, reviews assigned operations and activities, develops

recommendations for improvements and modifications to maintain effectiveness and efficiency.

Conducts a variety of programs designed to educate the public on health issues and the prevention of illness and disease, presents general health programs throughout the community.

Organizes, implements and serves as coordinator and liaison for specific health education programs, grants and activities within the county as assigned.

Monitors new legislation and regulations to ensure program compliance.

Provides prevention and intervention information services, utilizing a variety of methods, for individuals and groups.

Refers individuals to appropriate County or outside agency for assistance when appropriate.

Counsels clients in areas of health promotion.

Prepares and publishes health education materials for purposes of community education and promotion of community programs.

Conducts focus groups on specific topics as necessary.

Receives and responds to inquiries, requests for assistance and complaints from the public.

Works with the Director of Nursing to coordinate program activities and assignments among co-workers as necessary.

Maintains and updates records including data collection and analysis; prepares progress and summary reports on programs and grants; presents reports to committees and agencies as needed.

Establishes and maintains cooperative working relationships with other county department personnel, outside agencies and the public; coordinates program activities with other department and agencies as appropriate.

Attends and participates in professional groups, committees and advisory boards as appropriate.

Attends training sessions, meetings, and conferences as directed.

Performs general office duties and related duties and responsibilities as required.

Health Program Specialist II

In addition to the responsibilities and duties listed above for Health Program Specialist I, additional duties may include, but are not limited to, the following:

Plans, coordinates, implements, evaluates, and participates in health education programs.

Conducts community needs assessments for the purpose of health program planning.

With minimal assistance prepares grant applications, comprehensive reports and various correspondence related to assigned programs.

Reviews assigned operations and activities, recommends improvements and modifications to maintain effectiveness and efficiency.

Independently conducts a variety of programs designed to educate the public on health issues and the prevention of illness and disease, presents general health programs throughout the community.

Monitors program expenditures, ensuring compliance with established budgetary restrictions.

BENEFITS

This position is part of the Colusa County Employees Association (CCEA), Professional Unit.
