The Senior Developer role serves as the team lead, leader in work coordination, or domain technical expert, leader in technology, and is very customer focused. This role has development responsibilities across multiple applications, mentors Developer I and Developer II team members, and designs technical solutions.
The Senior Developer has responsibilities across the full Software Development Life Cycle (SDLC) from business requirements to support, but is primarily focused on development activities. Development activities include: working with business analysts and customers to understand requirements; working with team members to apply secure programming techniques using standards and best practices; commenting code for peers and testers; performing unit testing, configuration management, source code control, deployment and release management; and providing support services as needed. Operational support services vary in scope from minor bug fixes (tickets) to major enhancements (change orders). As an application reaches the sunset stage, the developer is also expected to participate in planning efforts around replacement and modernization. The senior developer operates at the application level. The Senior Developer collaborates across a matrix management environment with other developers and other OIT department staff as needed. Must understand lines of authority and follow protocol to engage other resources. The Senior Developer performs all primary job duties as a team lead or domain technology expert.


A. Duty:

Application Development and Support

25 % of time

Required tasks to fulfill primary responsibility:
  • - Consult with Solution Architects, Solution Engineers, and others as appropriate to design applications in line with OIT strategies (e.g., Cloud First, Mobile First, Secure Colorado, etc.).
  • - Collaborate with Business Analysts, Customers, Project Managers, and others as appropriate to assist in the creation of estimates and timelines.
  • - Develop applications in line with business requirements using Agile or Waterfall methodologies as needed.
  • - Perform coding (in-house applications) or configuration management (COTS applications) in accordance with standards and best practices and further minimize defects through disciplined unit testing.
  • - Coordinate update releases and other system changes, contribute to the implementation of break/fix solutions, and update documentation and configuration information related to changes as needed throughout the life cycle.
  • - Organize, build, and validate all segments of the code related to a specific build (release) for final User Acceptance Testing.
  • - Ensure development activities are consistent with established service portfolio policies, procedures, standards and guidelines.
  • - Determine the best approach in the development of an application’s code to meet the customer’s current requirements and anticipate future enhancement needs.
  • - Identify and recommend changes to development policies, processes, templates and standard operating procedures to improve the overall quality of work being delivered.
  • - Collaborate across a matrix management environment with other developers and other OIT department staff as needed. Must understand lines of authority and follow protocol to engage other resources.
  • - Find unique ways to resolve issues in the development process to meet the requirements of the customers and lead to the most efficient implementation possible.
  • - Handle simultaneous requests of varying complexity from within OIT.
  • - Adhere to Change Management policies and protocols established by OIT, particularly related to implementing production system changes.
  • - Manage staff assignments across a matrix supervisory environment.
  • - Find unique ways to resolve issues in the development process to meet the requirements of the customers and lead to the most efficient implementation possible.


B. Duty:

Tracking and Reporting of Work Assigned

20 % of time

Required tasks to fulfill primary responsibility:
  • - Assign tasks to resources using the approved project management system. Provide utilization progress reports to the supervisor or project manager as requested.
  • - Recording and updating time spent on work activities into the approved project tracking system is essential for maintaining accurate records of effort. Provide appropriate progress reports to the supervisor or project manager as requested.


C. Duty:

Technical Evaluation

10% of time

Required tasks to fulfill primary responsibility:
  • - Use development and testing tools for application management; prepare reports; streamline business processes; explain and document project plans and processes.
  • - Request infrastructure resources required to support development or testing platforms for applications. Resources will include servers, storage, networking, etc.
  • - Address change management Issues as they arise within project work. Assist project managers, development managers, and technical teams in following policies and protocols established by OIT.


D. Duty:

Technical Leadership

30% of time

Required tasks to fulfill primary responsibility:

  • - Articulate a vision in a technology area of your expertise, inspire others to engage with that vision, and manage its delivery as exhibited by the following examples:
  • - Adding insight that helps customers make technology decisions that promote built-in quality, relief from technical debt, reuse of functionality, more efficient delivery, and improved data and application security that is in line with industry best practices.
  • - Performing job at an expert level and providing thought leadership in areas of expertise in alignment with OIT strategic directions. If you do not yet have expertise in areas that are new to you and pertinent to your work, you are responsible for successfully developing and executing a plan to build and demonstrate this expertise. Work with your supervisor to identify your areas of expertise and, if appropriate, an individual development plan.

  • - Encouraging and mentoring others in your areas of expertise while providing consistent, timely, quality work.

E. Duty:

Project Coordination

10 % of time

Required tasks to fulfill primary responsibility:
  • - Coordinate project reporting and tracking through standardized tools.
  • - Provide assistance to the project managers, development managers, and technical teams.


F. Duty:

Additional Duties as Assigned

5 % of time

Required tasks to fulfill primary responsibility:

- Take on additional duties as they arise to fulfill the OIT mission and goals.
