Description of JobWork Unit This position is located in the Clean Water Compliance and Enforcement Section, Dredge and Fill Protection Unit. The purpose of the Dredge and Fill Protection Unit is to develop and issue dredge and fill authorizations, provide compliance assistance services to the regulated community, and conduct oversight to ensure compliance with various water quality related laws, regulations, and permits that protect public health and the environment.About the position This position exists to provide the support needed to implement HB24-1379, Regulate Dredge & Fill Activities in State Waters. This position will coordinate and manage technical aspects of HB24-1379 implementation. This position develops, issues, and manages authorizations for activities that result in the discharge of dredged or fill material into state waters. This includes determining the appropriate authorization pathway and compensatory mitigation requirements. This position serves as a point of contact for questions and guidance related to dredge and fill activities, HB24-1379, and related compliance activities. In addition, this position investigates compliance with the Colorado Water Quality Control Act and HB24-1379, its implementing regulations, policies, and authorizations, and determines the appropriate assistance, compliance and/or enforcement response. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMinimum Qualifications (Option 1) Five (5) years of water quality or related experience. (Option 2) Graduation from an accredited college or university with a bachelor's degree in biology, chemistry, environmental science, geology, environmental engineering, hydrology, watershed science or closely-related field. AND One year of water quality related experience. (Option 3) A graduate degree in biology, chemistry, environmental science, geology, environmental engineering, hydrology, watershed science or closely-related field will substitute for the bachelor's degree and one year of experience. The required experience must be substantiated within the work experience section of your application. Experience developing Section 404 Clean Water Act permits, NPDES permits, or CDPS permits.

Experience evaluating compliance with Section 404 Clean Water Act requirements, discharge permits, and existing rules/ policies.

Experience in conducting field work associated with dredge and fill or construction activities.

Experience with compensatory mitigation assessments.

Experience interpreting federal and state regulations and permits relative to dredge and fill activities and/or NPDES or CDPS permits.

Experience interpreting federal and/or state regulations and permits relative to compliance assistance, assurance, and oversight.

Experience in compliance oversight for environmental requirements.

Ability to think critically to solve problems and make decisions.

Natural ability to resolve conflicts (with both internal and external customers).

Excellent written and oral communication skills.
