One aspect of the IRC is to assist refugees resettling in the United States. The IRC opened a Denver office in 2016 to provide reception and placement services to newly arrived refugees, joining the IRC’s network of 25 U.S. offices within Resettlement, Asylum, and Integration (RAI). The office is slated to resettle approximately 200-250 refugees per year and provides wraparound program services that assist refugees, asylees, Cuban and Haitian entrants, victims of trafficking, survivors of torture, and other immigrant populations. Most services are available for at five years following arrival in the U.S. The IRC in Denver's service approach is client-centered, empowerment-focused, trauma-informed, and multigenerational. In FY19, IRC in Denver introduced Financial Capability for New Americans to provide vital support that helps refugees and immigrants move sustainably out of poverty. In partnership with the IRC’s Program Quality and Innovation Unit and with grant support from the Internal Revenue Service (IRS), the IRC in Denver will assist taxpayers in remotely preparing their returns in a safe, culturally, and linguistically appropriate manner. COMMITMENT:January-April 2021 between 15-20 hours per week. IRC will provide the Tax Outreach Specialist with a laptop and phone for business use. The position will be a hybrid position that will work remotely a portion of the time and in the community a portion of the time, subject to IRC’s COVID risk mitigation protocols and public health guidance. The Tax Outreach Specialist will need to supply their own home workspace, internet access, etc.JOB OVERVIEW:IRC in Denver’s Economic Empowerment Program seeks to support clients’ immediate needs for stability, while ensuring that near-term demands do not overshadow longer-term economic health. Under the supervision of the Financial Capability team, the Tax Outreach Specialist will conduct outreach in the immigrant and refugee communities, focusing on the Denver Metro area, to share out information on free remote tax preparation services and facilitate access to IRC's remote tax preparation services. In collaboration with the Financial Capability team, the Tax Outreach Specialist will develop partnerships in the Denver Metro area that can help to identify and refer clients, conduct in-person outreach and education for potential clients, inform taxpayers of all the necessary information and documents required to complete a tax return, manage the flow of clients who need assistance with remote tax preparation, and support clients with uploading documents for tax preparers.MAJOR RESPONSIBILITIES: Conduct outreach within refugee and immigrant communities in Denver Metro. Work with colleague agencies and refugee service providers to establish processes for partnering to inform clients of tax services, create referral pathways, and collect needed tax documentation. Explain the site’s return preparation process to the taxpayers participating in the program. Give each taxpayer Form 13614-C and the Intake/Interview & Quality Review Sheet to complete. Collect and upload the taxpayers’ required documents (e.g., valid photo identification, Social Security card(s), W-2, 1099, 1095, prior year’s return, etc.) for tax return completion. Scan and upload necessary tax documents while also verifying taxpayer identification. Other duties as assigned.KEY WORKING RELATIONSHIPS:Position Reports to: Financial Capability Coordinator or Financial Education Coordinator, as assignedPosition Directly Supervises:N/AQualifications High school diploma required. Students studying finance, accounting, or a related field are preferred. Experience working with refugees and immigrants is desired, with lived experience as a refugee or immigrant strongly preferred. Excellent customer service skills, including experience working with a diverse client base. Strong organizational skills and high level of attention to detail. Outstanding communication skills, with fluency in written and spoken English. Fluency in one or more languages of the local refugee population is a plus. High level of computer literacy. Comfort and effectiveness in working with multicultural and multi-disciplinary teams. Clear commitment to economic empowerment of low-income and underserved populations. Must successfully pass an IRC background check.WORKING ENVIRONMENT: Due to COVID-19 and the dynamic situation across the world, this opportunity will be a remote work assignment (not office-based) with work conducted from home and in community locations and supported by occasional office access for essential functions. Commitment to a regular schedule is preferable, though schedule can be flexible if needed.
